PROPOSED 0lANNEL ALLCCATION ~

OIANNEL #12

Proposed: Leased Access

O1ange: Group W Would sinply like to switch channel assignrrents with channel
#15 L.O.

Reason: We are atterrpting to stay =nsistent with other Group W systans in
the Cities. We are trying to create image factor in programning L.O.
channel #12

. O!ANNEL #13

Proposed: Quad cities Religious Access

O1ange: Christian Broadcasting Network to be the Religious Sel:Vice to be
designated of the four proposed. Carbine initially the Religious
access with Senior Citizeri access.

Reason:

CBN is the rrost desired satellite religious sel:Vice nation wide. It
has the largest nurrber of subscribers crnpared to the other proposed
~ervices. Also, has the greatest entertainrrentvalue which includes;
music, news, sports, children's and family entertairurent. programning
represents 67 different sources (24 hour service).

I-
I
1~

,
I
, -
t
.
I.
I
I-
i
j -.
I
1-

Any type of access prog'ramning in a commmity begins slowly. The
Senior Access channel was proposed originally to share channel spectrum
with Cinearrerica. As I will discuss in detail later, Cineanerica never
developed.

!
I.

Group W would like to have a combination of Senior access and Religious
access on channel #20. There is no way to detennine at. this tine how
llUlch use will develop in these program areas. However, the ordiance
quite clearly provides for access channel expansion, if nescessary, in
Section #5, paragraph D, sub paragraph (b.) whenever any of the access
channels is in use during 80 percent of the weekdays (Monday-Friday),
for 80 percent of the tine during any =nsecutive three hour period
for six weeks running, and there is demand for use of an additional
channel for the sane purpose, Grantee shall then have six rronths in
which to provide a new specially designated access channel for the pur-
pose at no additional =st to subscribers, provided that provision of
such additional channel (s) shall not require the cable system to install
=nverters.

O!ANNEL #15

Proposed: I.ocal Origination

O1anged: Switch channel #15 with channel #12

Reason: Sane as explained previously
