Tbat the Applicant is proposing to con.truct and operate a commercial aspbalt bituminous plant on tbe subject property. 7. That a commercial asphalt bituminous plant is not a permitted u.e in tbe 1-1 Industrial district. 8. That the propo.ed plant will require silos and conveyors totalling approximatelY 65 feet in height. The.e .ilos exceed the permitted height of .tructures in the I-I Industrial diatrict and will require variances. 9. That due to the location of the propo.ed use on the subject property, the propo.ed u.e does not appear to impact the airspace of the airport. 10. That the adjacent property to tbe west, ea.t and north i. located in tbe I-I Indu.trial district. 11. That the adjacent property acro.' the railroad tracks to the .outh i6 located in the D-1 Busine.s district. 12. That the previous occupant of the subject property waS a concrete pipe productien plant. 13. That tbe proposed use .ill be in operation from approximately April througb Kovember of each year and the plant will run approximately 9 hours per day .bi1e in operation. 14. That tbe proposed use will be regulated by tbe Minnesota Pollution Control Agency and tbe Environmental Protection Agency. 15. That tbe proposed use will create sdditional truck traffic to and from tbe subject property by appoximately 15-17 trucks per hour wben tbe plant is operating. 16. That access to tbe subject property will be from U.S. Higbway 10 and/or County Road 116 and tbese accesses are subject to approval by Durlington Kertbern, MnDOT, Anoka County and tbe City of Ramsey. 17. That an adjacent property owner, Mr. Ed R~i1ton, has stated that be is opposed to the Applicant's request because of tbe increase in truck traffic on U.S. Highway 10. 18. That in a letter dated August 24, 1987, Josepb and Mary Jo Sentyrz, 6740 Highway 10 N.W., stated that they are opposed to tbe Applicant's request because ef concerns regarding potential healtb hazards and air quality concerns posed by tbe proposed use and increase in truck traffic on Eighll..e)~ 10. 19.
