<br />10 Minutes <br /> <br />CASEilll: <br /> <br />ESTABLISH ECONOMIC DEVELOPMENT AUTHORITY <br />By: Dave Hartley, City Administrator <br /> <br />Background: I <br /> <br />On August 15, 1988 the City Council received a copy of a letter directed to the <br />Executive Director of the Northern Mayors' Association regarding economic <br />development authoritles. Each community that is a member of the Northern <br />Mayors' Association is being asked to consider the establishment of an economic <br />development authority. The purpose of such an economic development authority <br />can be whatever the' community wishes ",'ithin the guidel ines of the law. <br />However, what the Northern ~layors' Association would like to do with this <br />enabling legislation is to permit each community to enter into a joint powers <br />agreement for the purpose of conducing economic development types of activities <br />(primarily advertising and development coordination). <br /> <br />I . .. b d h <br />If established. the economl.C development author1.ty governlng oar must Bve a <br />specified number of C'ouncilmembers serving on that board. However, it is my <br />recommendation that the City Council establish itself as the entire board. <br />Reasons for this rec~mendation are primarily that an economic development <br />authority has a taxrlong authority and I believe it's consistent with the <br />policies of this City Council to retain those taxing authorities. <br /> <br />Other uses of the economic development authority are spelled out within the <br />letter received on Au~ust 15, 1988. These powers which are enabled by this <br />legislation can be very beneficial to a community as it attempts to develop in <br />a coordinated and res~onsible way. However, there is no requirement that the <br />Cit)' Councilor an ~conomic development authority must use all of its <br />authorities and for t at matter may exist without using any of its authorities <br />f or many years. <br /> <br />Recommendation: <br /> <br />It is my recommendati n that the City Council hold a hearing on a proposed <br />enabling resolution t create an economic development authority within the City <br />of Ramsey and following such hearing the City Council may entertain a <br />resolution establishJng an economic development authority under Minnesota <br />Statutes Section 469. 90 to 469.108. <br /> <br />Council Action: <br /> <br />Motion to: <br /> <br />Hold a public h aring on a proposed enabling resolution to create an <br />economic develop ent authority within the City of Ramsey on September 13, <br />1988 at 7:30 p.m <br /> <br />Review Checklist: <br /> <br />Administrator -X- <br />Attorney <br />Engineer <br />Community Development Director <br /> <br />Chief of Police <br />Finance Officer <br />Public Works :uperintendent <br />Other <br /> <br />at <br />
