10 Minutes CASEilll: ESTABLISH ECONOMIC DEVELOPMENT AUTHORITY By: Dave Hartley, City Administrator Background: I On August 15, 1988 the City Council received a copy of a letter directed to the Executive Director of the Northern Mayors' Association regarding economic development authoritles. Each community that is a member of the Northern Mayors' Association is being asked to consider the establishment of an economic development authority. The purpose of such an economic development authority can be whatever the' community wishes ",'ithin the guidel ines of the law. However, what the Northern ~layors' Association would like to do with this enabling legislation is to permit each community to enter into a joint powers agreement for the purpose of conducing economic development types of activities (primarily advertising and development coordination). However, it is my recommendation that the City Council establish itself as the entire board. Reasons for this rec~mendation are primarily that an economic development authority has a taxrlong authority and I believe it's consistent with the policies of this City Council to retain those taxing authorities. Other uses of the economic development authority are spelled out within the letter received on Au~ust 15, 1988. These powers which are enabled by this legislation can be very beneficial to a community as it attempts to develop in a coordinated and res~onsible way. However, there is no requirement that the Cit)' Councilor an ~conomic development authority must use all of its authorities and for t at matter may exist without using any of its authorities f or many years. Recommendation: It is my recommendati n that the City Council hold a hearing on a proposed enabling resolution t create an economic development authority within the City of Ramsey and following such hearing the City Council may entertain a resolution establishJng an economic development authority under Minnesota Statutes Section 469. 90 to 469.108.
