<br />Mr. David Hartley <br />city Administrator <br />city of Ramsey <br />15153 Nowthen Boulevard <br />Ramsey, MN 55303 <br /> <br />Re: <br /> <br />July 20, 1988 <br /> <br />NW <br /> <br />Lower Rum River Watershed Management <br />organization - Water Management Plan <br /> <br />Dear Mr. Hartley: <br /> <br />In 1982, the Legislature adopted Chapter 509 requ~nng all <br />watersheds in the Metropolitan area to establish watershed districts or <br />watershed management organizations. In 1985, a Joint Powers Agreement was <br />adopted by the cities of Andover, Anoka, Coon Rapids, and Ramsey which <br />formed the Lower Rum River Watershed Management Organization. We have now <br />been working for close to three years to prepare a Water Management Plan. <br /> <br />We retain~d the services of Barr Engineering Company to act as a <br />consultant to ourlOrganization in the preparation of the plan. We have <br />worked and reworked the plan and feel it is now ready for submission to the <br />review process called for by the statutes. <br /> <br />Under thelprovisions of Minnesota statutes 473.875, Subd. 5, it is <br />mandatory that upon completion of the preparation of the plan but before <br />final adoption by our organization, we submit the plan for review and <br />comment to all counties, soil and water conservation distr icts, towns, and <br />statutory and home rule charter cities having territory within the <br />watershed. The local cities who expect that substantial amendment of <br />their local comprehensive plans will be necessary in order to bring the <br />local water management plans into conformance with the watershed plans <br />shall describe as specifically as possible within their comments the <br />amendments to the local plan which they believe will be necessary. <br />i <br />I am enclosing herewith a copy of the resolution adopted by our <br />Organization on May 18,1988, directing that the plan should be submitted to <br />the four member cities, Anoka County, and the Anoka County Soil and Water <br />Conservation District for review and comment. A copy of the plan is <br />enclosed, and the 60 day period will commence to run as of the date we <br />transmit the plan to the Cities and other agencies.
