I'm <br />writing to you today to explain why the County is considering this action now, one <br />which is part of the Met Council Policy Plan, even though the volunteer recycling <br />efforts are working so well. <br />. I <br />The adoption of a Mandatory Source Separation Ordinance does not mean that it will <br />necessarily be implemented. In fact, it is intended only to be a backup to the <br />successful volunteer efforts currently underway. <br /> <br />As you may already I know, Anoka County did not meet its 1987 recycling goals <br />primarily due to the absence of documentation for commercial and industrial <br />recycling activities. The priority for establishing programs has been in the <br />residential sector. Commercial and industrial recycling efforts are now being <br />addressed. <br /> <br />I <br />I am confident that Anoka County can reach its solid waste abatement goals through <br />continuing volunteer efforts. I say this because of the great strides already made by <br />the Solid Waste Abatement Task Force. This group, which is composed of <br />representatives from 'each of the 21 communities, is doing an exceptional job. All 21 <br />communities in the County have or are developing aggressive recycling programs. <br />With this continuing cooperation and commitment to the goals, we will succeed. <br />! <br />Anoka County is required to submit a report to the Metropolitan Council by mid- <br />August that addresses the mandatory source separation issue and the County's <br />progress towards the recycling goals. It is because of the timing of this report and <br />the expectations of ;the Met Council, that Anoka County will be considering the <br />Mandatory Source Separation Ordinance on August 16, 1988. <br />
