Mayor Gamec stated that those citizens only need to be told that Staff is following City policy and if they question Staff actions further they should be told to approach Council with their concerns. Mr. Schnelle replied that the Charter Commission is very concerned with how much authority Staff has. When the charter is in effect, it can no longer be an understanding between Council and Staff. The citizens will have the right to take legal action against Staff for not acting under specific direction of Council. l1r. Schnelle also stated that he doesn't like the feedback that Staff is dictating Council. Information passed along in the Council agendas was intended for Council information and use. Mr. Schnelle suggested that a resolution be adopted stating Council's desire for Staff to make and prepare recommendations and that Council is not obligated to accept those reconunendations. Mr. Ken Peterson stated tt~t periodically, every two years for instance, a presentation should be made regarding the Comprehensive Plan as an instructional help. Mayor Gamec agreed with Mr. Peterson and stated a review of the Comprehensive Plan periodically would also be beneficial to new Council and commission members. Mr. Goodrich referred to D.2.m Upgrade City Bond Rating and stated that economic development and incentive for development equals a higher bond rating and a better bond rating means better interest rates. Mr. Schnelle stated that it is important for the City to keep a good bond rating. Investors look at the City's bond rating when considering investing in the City. Mr. Schnelle also commented that a constant changing in Council persons also looks bad for the City; it gives the impression that the citizens are dissatisfied. Mayor Gamec stated that another consideration for a future goal should be the hiring of part time help in the City Offices to take care of minor work details. Mr. Schnelle stated that office space and storage space at City Hall is very limited and the additio~ of more personnel is going to lead into real problems.
