<br />- <br /> <br />I <br /> <br />PROCEEDINGS OF CITY COUNCIL <br />WORKSHOP MEETING <br />CITY OF RAMSEY <br />ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />I <br /> <br />I <br /> <br />A City Council/Staff/Commission Chairperson meeting was held Wednesday; -March <br />14, 1984 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, <br />Minnesota. <br /> <br />I <br /> <br />Members Present: Mayor Tom Gamec <br />Councilmember Al Sorteberg <br />Councilmember Jean Schlueter <br />Park Commission Chairman Dennis Donovan <br />Airport Commission Chairman Jack Ippel <br />City Engineer Peter Raatikka <br />City Attorney William Goodrich <br />Planning and Zoning Chairman Ken Peterson <br />City Administrator Lloyd Schnelle <br />EDC Chairman Don Greenberg <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />Also Present: Commissioner Zimmerman, Planning and Zoning <br />Commissioner Hardin, Ene <br />Commissioner Vevea, EDe <br />Commissioner Deemer, Planning and Zoning <br />Commissioner Lichter, Airport and Charter <br />Charles Weaver <br />Dan Nelson, Graven and Holms <br /> <br />I <br /> <br />I <br /> <br />CALL TO ORDER <br /> <br />I <br /> <br />Mayor Gamec called the special meeting to order at 8:00 p.m. <br /> <br />I <br /> <br />Mayor Gamec stated that the purpose of this meeting is to become better <br />acquainted with another method of financing that can be used to help <br />promote economic growth, Tax Increment Financing. <br /> <br />I <br /> <br />Mr. Dan Nelson distributed copies of an outline to be used for discussions <br />of Tax Increment Financing. (See Attachment I). <br /> <br />I <br /> <br />Mr. Nelson stated that a city needs intra-structure, industrial development <br />and housing development. These can be accomplished by way of Industrial <br />Revenue Bonds, Tax Increment Financing, State funds (CDBG), a~d Urban <br />Development Action Grants. <br /> <br />I <br /> <br />Mr. Nelson stated that Tax Increment Financing is particularly attractive <br />because the city can do certain improvements in the area it is targeting <br />and all of the costs can be passed onto the developer, which ties in nice <br />with industrial development. <br /> <br />I <br /> <br />I <br /> <br />~rr.
