I I Chairman Peterson stated that pos5ibly the Commission is trying to write a charter that will last forever and they should take into consideration that change is a continuous thing. Chairman Peterson stated he will be attending the next regular meeting of the Charter Commission to address the issue of the charter spelling out certain commissions and duties. I Mr. Schnelle pointed out that charters are difficult to write and amend and the Charter Commission should obtain all the expertise they can, charter should be written to keep the City competitive with other communities. I Commissioner Deemer referred to Chapter 2 of the proposed charter and summarized it as the City having powers the same as any statutory or charter city unless it is eliminated in the charter, Commissioner Deemer stated that this is a giant loop hole. I I I Mr. Schnelle pointed out that the charter was modelled after Mounds View's consideration should be given to the fact that Mounds View was 85% developed at the time of their charter adoption. Mr. Schnelle also commented that the Charter Commission has stated that nobody is attending their meetings for the purpose of providing input, Mr. Schnelle stated that he feels City Staff should not be involved because it would appear self-serving and put Staff in a bad light. If P & Z has any input, they should be attending Charter Commission meetings. Mr. Schnelle stated that the bottom line is you want your City to do well so that if and when you decide to sell, you get the best possible for your property. I I Commissioner Deemer stated that in reviewing the charter draft, it is quite obvious that the people who initiated it do have a goal in mind. I COMMISSION INPUT I Commissioner Zimmerman stated that he will attend Council's special meeting of November 15, 1983 regarding City's Environmental Ordinance. I ADJOURNMENT I Motion by Commissioner IaDue and seconded by Commissioner Deemer to adjourn this regular meeting of the Ramsey Planning and Zoning Commission. I Motion carried. Voting Yes: Chairman Peterson, Commissioners LaDue, Kennen, Hendr iksen, Deemer, Zimmerman. Voting No: None. Absent: Commiss ioner Schneider.
