Mr. Schnelle also noted that if the City does <br />take action, all violators should be catalogued so that in the event a <br />case would go to court, the City could prove equal treatment. <br /> <br />I <br /> <br />I <br /> <br />Case #5: Review Of Paragraph 110.025 Entitled "Firing Ranges" Of Section <br />110.02 Entitled "Firearms" Of The City Code: <br /> <br />I <br /> <br />Mr. Berg stated that Police Chief Auspos has recommended review of this <br />paragraph. It has been recommended that anyone wanting to own and operate <br />a firing range in Ramsey should be taken through the conditional use process. <br /> <br />I <br />I <br /> <br />Commissioner Deemer provided a map of Ramsey designating the only legal <br />areas where firearms can be discharged. It showed that there is not much <br />legal area for shooting in Ramsey. Mr. Deemer recommended overhauling the <br />present ordinance designating areas legal for firearm discharge, that police <br />officers can't even tell people where they can shoot and where they can't. <br /> <br />Commissioner Zimmerman arrived at this time. <br /> <br />I <br /> <br />Mr. Berg stated that considering the density in Ramsey, he feels the City is <br />beyond allowing hunting in the City. <br /> <br />I <br /> <br />Commissioner Deemer stated that he is all for no firearms in Ramsey, that <br />the ordinance is unenforceable. <br /> <br />I <br /> <br />Commissioner Zimmerman disagreed and stated that he lives less than 1500' <br />from the St. Anthony Gun Club and he has never had any problems. Large <br />landowners are paying very high taxes and now you want to take away their <br />hunting privileges. <br /> <br />I <br /> <br />I <br /> <br />Commissioner Deemer replied that the landowners don't have the right now, <br />ordinance reads 1500' from any structure (not just dwellings); you can' t <br />grandfather in rights to discharge weapons. <br /> <br />I <br /> <br />Commission consensus is that the firing range operation fall under conditional <br />use procedures. <br /> <br />Case #6: Informational: <br /> <br />I <br /> <br />I <br /> <br />Commissioner Deemer presented copies of an input regarding the proposed <br />charter which he submitted to the Charter Commission at their last regular <br />meeting. <br /> <br />I <br /> <br />Discussion ensued whether or not Charter should address the issue of P & Z <br />being involved with the Capital Improvement Budget. <br /> <br />Mr. Berg stated that the intent of the charter is to let Council set the <br />direction of the various cOmmQssions. <br /> <br />I <br /> <br />Mr. Schnelle stated that the charter should eliminate qray areas, that commissions <br />should be created in the charter.
