<br />II <br />I <br />II <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br />I <br /> <br /> <br />Case #2: Request For A Variance To Subdivide By Metes And Bounds; Case Of <br />Mr. Henry Birchem: <br /> <br />Discussion ensued regarding this metes and bounds subdivision creating a <br />situation where neither parcel would have frontage on a public street. <br /> <br />Motion by Commissioner Deemer and seconded by Commissioner laDue that <br />Mr. Birchem be allowed to subdivide by metes and bounds a minimum of 2~ <br />acres, including the area of a cul-de-sac, to be determined by the City <br />Engineer and that no further subdivision of the 40 acre parcel be allowed <br />without platting. Further, that Mr. Birchem shall meet all requirements <br />necessary as determined by City Staff. <br /> <br />Further Discussion: Chairman Peterson inquired if the 1 in 10 acre density <br />requirement set forth by the Comprehensive Plan would apply in this case. <br />Mr. Berg replied that in as much as there is only one subdivision, the <br />density resulting is 2 in 40 acres. Mr. Berg noted that this is not final <br />approval, that it will go to Council for final approval on November 22, 1983. <br />Mr. Birchem stated that he intends to start construction now, that his son <br />is getting married and with the economy the way it is, young couples need <br />all the help they can get. Chairman Peterson informed Mr. Birchem that he <br />could request a special meeting of Council in order to obtain final approval <br />but it cost him some money. <br /> <br />Motion carried. Voting Yes: Chairman Peterson, Corrrrnissioners LaDue, Kennen, <br />Deemer, Hendriksen. Voting No: None. Absent: Commissioners Schneider and <br />Zinunerman . <br /> <br />Case #3: Preliminary Development Plan Review For N.D.H. Inc. Planned Unit <br />Development: <br /> <br />Mr. Rick Foster of Oliver and Associates, was present. Mr. Foster presented <br />copies of the sketch plan and stated that the PUD would involve a multitude <br />of home types: <br /> <br />a. Single family <br />b. Quad homes <br />c. Townhomes <br />d. Duplex's <br />e. Condominiums <br />f. Some commercial <br /> <br />Mr. Foster also noted that the sketch plan includes the proposed Thurston <br />Avenue extension. He noted that all units in the PUD will be individually <br />owned and an effort is being made to save as many tress as possible to serve <br />as a buffer to the multiple dwellings. <br /> <br />Commissioner Deemer stated that he has no problem with the concept; he does <br />have questions regarding density and noted that a piece of City property is <br />included in the PUD. <br /> <br />Mr. Dick Carson, who was also present, noted that the piece of property in <br />question was originally given to the City by NOH. <br /> <br />City Engineer Raatikka arrived at this time. <br /> <br />P & ZjNove::c:.'>:_;- } r 1923 <br />Page 3 0: C <br />
