' Mr. Dargis asked whether the City has received negative comments from
homeowners in the area.
Mr. Otto said that property owners would be willing to sell as long as they
received a fair market value for their hones. There hasn't been a lot of
' opposition.
Mr. Erickson agreed that there has been some, but not much oppostion.
Chairman Ippel stated that there was an initial public meeting explaining what
the study was, at which time the Commission addressed additional concerns. Then
' an open house was held at the airport and airplane rides were given. At that
time, two possible problems were raised: noise and safety. The noise factor was
more of a preconceived problem than an actual problem. In fact, residents would
have rather gotten rid of the trains and sand races than the airport. We then
held another public hearing on the airport layout plan. At that time,
questions arose regarding how acquisitions would be treated. About 55 notices
were sent inviting them to the airport meeting. A survey was done in December.
t The Council and members of the various Commissions were given a tour of
different airports. Then we held a public meeting and showed video tapes made
of different airports and some from inside the plane giving a birds eye view.
A lot of information went out to residents regarding this issue. There will
' also be a mailing to the residents in the Tri -City Newsletter regarding the
public hearing on August 21, 1985. Actually, there is only a small residential
area affected, as much of the land consists of the landfill and commercial and
' industrial areas.
Mr. otto stated that he ran into comments that we're trying to build another
' Crystal Airport. 'that airport was completed a number of years ago. It has
only a 1,000' clear zone. We are using more restrictions for an additional
margin of safety, far above what Crystal has. Also, development moved in
towards the airport; we won't have that problem here.
t Mr. Erickson stated that an airport should not be located in such a high
density area with residential homes all around such as the Crystal Airport is.
Mr. Dargis asked what the margin is as far as number of persons for /against.
' Chairman Ippel stated that it's hard to say. There was concern at the
beginning, but now that people have gotten answers to their questions and
things cleared up, there hasn't been much opposition.
' Mr. Dargis asked what will happen to the AM program.
Mr. Greenberg stated that the AM has been at the airport since 1972. They
' have four temporary classrooms. The two programs are airport administration
and an air traffic controller program.
' Mr. Erickson stated that their plan is to relocate the temporary buildings onto
another section of the airport grounds.
' Mr. Otto stated that if there's any problems that people haven't addressed yet,
they are how much is is going to cost them, why do they have to pay for
something they won't use, and what benefit is it to the City?
1
' Airport Commission /July 17, 1985
