BUSINESS <br />Cdse #lt Subcoun/ttee ReRQrtat <br />' a) Legislative - <br />' Mr. DeLuca stated that he is attempting to prepare a plan to coincide with next <br />year's legislative session regarding the City's recomendations for changes <br />regarding hosting communities. <br />' b) Landfill Operations - <br />No report at this time. <br />' Case 12t Discussion Reg rd n9 Lnn fill Abatement pl <br />Mr. DeLuca stated that Ramsey has been stuck with a landfill since 1967 and <br />' this community should take it upon itself to be a leader to abate solid waste <br />going into landfills. This abatement discussion is separate from that <br />abatement plan to be submitted to Council on 7 -23 -85 for use in qualifying for <br />Oounty funds; this abatement discussion should focus on Mr. Baselberger's <br />presentation to this committee on July 10 regarding pursuing a city -wide <br />abatement plan. <br />' Mr. McCulley stated that he would like to see some of those Oounty funds used <br />to develop a more extensive abatement plan in Ramsey; perhaps by way of hiring <br />an abatement consultant. <br />Mr. DeLuca stated that the $.15 tipping fee Ramsey is receiving may also be <br />appropriately used to set up an abatement plan in Ramsey. <br />Committee consensus is that a city wide abatement plan is a feasible and <br />logical direction for this committee to spend it's efforts. <br />' The committee proceeded to discuss the issue of advertising for an abatement <br />consultant and the related bid proposal and contract wording. <br />' Committee consensus is that City Staff contact the Metro Council for copies of <br />bid proposals and contracts that other cities have adopted in their pursuit of <br />an abatement plan consultant. <br />Mr. McCulley volunteered to contact Mr. Baselberger to obtain names of other <br />cities that have gone through this type of an abatement program. <br />' The committee directed Mr. Wentura to contact those cities a gather <br />information regarding various abatements plans that have been adopted, names of <br />consultants, number of Yours it took to set up abatement programs, hourly rate <br />' charged by consultants, abatement areas covered (multi -media education, curb <br />side pick up, clean up days, composting sites, household hazardous waste, waste <br />oil collection). <br />' Oommittee consensus is that after all information has been gathered, this <br />July 22 1985 <br />' Page 2of4 <br />1 <br />
