A Personnel Oomnittee meeting was held on Thursday, August 1, 1985 at the Ramsey Municipal Center, 15153 Nowthen Blvd. N.W., Ramsey, Minnesota. Members Present: Councilmember Al Sorteberg Councilmember Gary Reimann 1 Also Present: City Administrator Lloyd Schnelle Director of Technical Services Clayton Berg Chief of Police Michael Auspos Matt Nelson - Union Representative From AFSCmE CALL 'in ORDER The meeting was called to order at 8 :03 a.m. ' CITIZEN INP[TT None. i COMMITTEE BUSINESS ' Case #1: Police Negotiations: Mr. Schnelle reviewed, in detail, his memo to the Personnel 03 mittee contained in the agenda as Enclosure 1. Wuncilmember Reimann referred to the last sentence in the memo regarding being able to prove economic inaedquacy to the arbitrator and stated that private ' business and cities are two different factors. If private business can pass the cost of the increase onto the consumer, then he feels comfortable with the increase. With respect to government, people feel that it is alright because ' the cost will be passed onto the taxpayer. W. Schnelle stated that there is a levy limitation in Minnesota which allows for a 68 increase in budget; there is also a definite limitation on State aids. Goverrment is more required to be accountable, especially at the city level. Oouncilmenber Reimann stated that the only thing the cost of living increase e requests are based on is that somebody else got it; Ramsey is getting nothing in return and it should not be a one -way street. Mr. Schnelle recalled that 3 -4 years ago, 1/28 separated the two sides and asked the Personnel Committee to consider what that is costing the City today.
