oouncilmenber Reiman suggested a 3 year contract with a lesser wage increase <br />and greater increase in hospitilization. <br />Mr. Schnelle noted that there are two unions; the City would be setting itself <br />up to do for one what it did for the other. <br />Councilmenber Reimann stated that he always told the police department they <br />would get what the other people got and now the police department wants what <br />the others did not get. <br />Mr. Schnelle stated that he doesn't think the employees would have a problem <br />with it with respect to the 1985 settlement, but there could be a problem in <br />the future. <br />Mr. Schnelle suggested offering the police a cost of living this year and <br />including a cost of living indicator clause in the contract for next year. <br />Mr. Auspos suggested that a better approach would be tie the cost of living <br />increase for 1986 to the average MAMA settlement. Mr. Auspos stated that <br />accepting the cost of living indicator for 1986 would put the officers below <br />the MAMA average again; offering 4.58 and the MAMA average for 1986 will allow <br />the officers to remain ahead and they might find that offer acceptable. <br />Mr. Matt Nelson asked if everything is set to review the 1985 Qty employee <br />contract on August 5 with City Council. <br />Councilmember Reimann stated that he doesn't think Council should or be put in <br />a position to meet with the employee's union; it is part of Mr. Schnelle's job <br />to meet with unions and bring his report to Council; no city councils meet with <br />unions. <br />Mr. Berg stated that at a previous Personnel Meeting Councilmenber Reimann <br />stated he wanted the entire Council involved in the contract review. <br />Councilmember Reimann stated that Mr. Schnelle should do all the leg work and <br />bring the contract interpretation back to Council. <br />Mr. Schnelle stated that when he does these things, he doesn't want to be <br />accused of spying for the other side to benefit himself. <br />Mr. Nelson stated that the union is anxious to get the issue resolved and has <br />no preference as to how it is accomplished; the union is willing to meet with <br />full council, Personnel Committee or Mr. Schnelle. <br />Personnel Committee consensus is to have Mr. Schnelle review the 1985 Qty <br />Employee Contract, present the review results to the Personne <br />Personnel Committee consensus is to cancel the August 5 Council meeting to <br />review the 1985 Qty employee contract; have Mr. Schnelle review the contract; <br />present those review results to the Personnel Committee; Personnel Committee <br />will forward it to Council for action. <br />August 1, 1985 <br />Page 3 of 4 <br />
