' ODuncilmember made the motion to adopt the following <br />findings of facts <br />FINDINGS OF FACT 0119 <br />DONALD NESS <br />' 1. That Mr. Donald Ness, hereinafter referred to as "Appl icant," <br />has properly applied for a conditional use permit to operate a <br />home improvement business from his residence at 7735 156th Avenue <br />N .W. <br />' 2. That the Applicant appeared before the Planning and Zoning <br />Commission for a public hearing pursuant to City Ordinance on <br />August 12, 1985. That said public hearing was properly <br />advertised and minutes of that public hearing are hereby <br />incorporated by reference. <br />' 3. That the property which is the subject of the application is <br />legally described as follows: <br />' The East 264 feet of the West 1716 feet of the North 330 <br />feet of the South 990 feet of the North Half of the North- <br />west Quarter of Section 21, Township 32, Range 25 in Anoka <br />' ODunty, Minnesota. <br />4. That the subject parcel is located in an R -1 Residential <br />' District and is approximately 2 acres in size. <br />5. That- the- Standarslsoi (biisic�eYaor�= are -mss follows: <br />! a' The property is zoned R-1 and a hone <br />o mlxwement busi- <br />ness is not a <br />permitted use in this zone; <br />' b. That the adjoining properties are residential dwelling <br />/ units on approximately two acre lots; <br />' c✓ That the Applicant has stated that there would be no <br />� change in the traffic flow to the area.; <br />d. That there are currently no other approved similar uses <br />in the City of Ramsey; <br />e; That the proposed use willhbe.;dItrimental to persons <br />/ residing i,n . the vicinity of= --the <br />use or the general public <br />' and will n2 tu ; substantially ir',the enjoyment or value <br />of pro_ Cities in the area. / <br />' 6.
