Mr. Bergeron stated that CSI is strictly a publishing agency and they intend to <br />' shorten the lead time for submitting articles. Mr. Bergeron added that a <br />newspaper is supposed to be timely; a newsletter is intended to be a <br />publication of events happening in the city without comment. <br />Jerry Henneker - President of CSI - During the contract with CSI, it is <br />intended that the bi- monthly publication will be evaluated for effectiveness <br />and at the end of the trial period, CSI will make recommendations for a more <br />' effective newsletter. Mr. Henneker stated that a more freguent and/or <br />individual newsletter creates a situation of not enough advertising to cover <br />the costs of the newsletter and a need for a city subsidized newsletter. <br />' Notion by Wuncilmenber Cox and seconded by Mayor Heitman to enter into an <br />agreement for the publishing of the Tri -City Newsletter with Bergeron and <br />Associates publishing the September, 1985 issue and Campaign Success <br />' Incorporated publishing the November, 1985 issue; that during this interim <br />period the effectiveness of the newsletter, with respect to Ramsey's charter, <br />be studied and a firm contract proposal for 1986 be submitted. <br />Notion carried. Voting Yes: Mayor Heitman, Wuncilmenbers Sorteberg, Cox, <br />Reimann and Schlueter. Voting No: None. <br />' Case #2: Authorizing Of Cash Count: <br />Notion by Wuncilmember Sorteberg and seconded by Wuncilmenber Schlueter to <br />' authorize Deloitte, Haskins and Sells to perform a cash count of City funds at <br />the close of the working day on August 16, 1985. <br />Further Discussion: Wuncilmember Wx noted that earlier there was mention <br />made of Mr. Schnelle resigning; this will reguire another cash count; suggest <br />saving money and doing a simultaneous cash count for Mr. Gracyzk's coning on <br />board and Mr. Schnelle's leaving; the taxpayers are paying for these cash <br />counts and how many cash counts will the City have to do? Mayor Heitman <br />replied that the number of cash counts reguired depends on the number of <br />resignations. Mr. Schnelle stated that a cash count is not required on his <br />leaving the City because the Accounting Clerk has been handling the money since <br />Ms. Haapala's resignation. <br />Motion carried. Voting Yes: Mayor Heitman, Wuncilmembers Sorteberg, Wx, <br />Reimann and Schlueter. Voting No: None. <br />_4r_4 � .., • ej . } <br />Wuncilmember Sorteberg stated that he and Wuncilmenber Reimann discussed this <br />issued with Mr. Schnelle and recommend approving the job title change as it <br />will not affect job description or salary. <br />Wuncilmember Cox stated that the new Chief Accountant hasn't even received his <br />first paycheck yet and is requesting a job title change; what is the advantage <br />of changing the job title? <br />Wuncilmember Schlueter stated that the advantage would be that Finance Officer <br />August 13, 1985 <br />Page 8 of 22 <br />
