' density; the proposed development does meet density requirements. <br />' Mr. Richey inquired if it would be agreeable to this Council to allow high <br />density next to single family in other sections of Ramsey and then allow a <br />variance so the high density can get even closer to the single family area. <br />' Mr. Goodrich pointed out that density is not the issue; the area is already <br />zone for 5 -15 units /acre. Ransey's Council cannot deny the request based on <br />' the high density; Council can consider the placement of the building in <br />relation to the setback and take into consideration that it is high density, <br />but not too high for the property. <br />Ruth Olson - 381 Coolidge - Stated that she already has drainage problem from <br />Hwy. 47 run -off that follows a drainage easement through her property. If the <br />development causes more drainage, her back yard will flood. Inquired what the <br />developers will do with incline and trees at the rear of her property. Stated <br />that since the recent land clearing in that area, she has had two robberies; <br />people are using her property as if it were public property; what kind of <br />buffer will be provided. <br />Dennis Miller - Architect for M & S Development - Stated that due to.certain <br />INR requirements on the site, the developer is requesting that the setback be <br />changed to 20'. With respect to drainage between the development and adjoining <br />single family residents, there will be a swail for drainage down to a holding <br />pond to the southeast corner of the site. The majority of trees in the <br />southeast corner will be removed to comply with INR drainage requirements. The <br />developer proposes to run a row of trees along the border between the <br />development and single family dwellings where there are gaps created by <br />existing trees being removed or where there were no trees in the first place. <br />The new trees would be 6' -8' in height; evergreens take longer to develop and <br />deciduous trees grow faster but you have more exposure in the winter months. <br />Mr. Miller stated that people should also be aware that due to Minnesota <br />Highway Department requests, there will be an additional 4' of pavement on the <br />east side of the road. <br />ADC <br />Motion by Mayor Heitman and seconded by Councilmember Sorteberg to adjourn the <br />public hearing. <br />Notion carried. Voting Yes: Chairperson Schlueter, Mayor Heitman, <br />Cotncilmembers Sorteberg, Cox and Reimann.
