Loading: <br />An Off-street loading facility 8hall be provided with <br />an area of not less than twelve feet in width and sixty- <br />feet on length, exclusive of aisles and maneuvering Space. <br />Bud! facility shall be at the rear of the principal struc- <br />ture and lIhall be Used exclusively for the loading and un- <br />loading of merd!andise. All such faCilities, aisles and <br />maneuvering space shall be surfaced in the same manner as <br />that prescribed for parking areas. <br />5. Canplianoe: In order to assure compliance with the <br />performance standards set forth above, the City <br />Council may requi re the owner or opera tor of any <br />permitted use to make such investigations and tests <br />as may be required to show adherence to above per- <br />formance standards. Such investigation and tests as <br />are required to be made shall be carried out by an <br />independent testing organization as may be agreed upon <br />by the City and the owner or operator, or if there is <br />failure to agree within ten days after written notice <br />by the City to the owner or operator to JDake sud! investi- <br />gation and tests, by such independent testing organiza- <br />tion as may be selected by the Council. ihe costs in- <br />curred in having such investigations or tests conducted <br />shall be borne entirely by the owner or operator. !he <br />procedure stated above shall not preclude the City frOlll <br />taking any such other tests and investigations it <br />finds appropriate to determine compliance with these <br />performance standards. <br /> <br />All costs incurred ~ the City in processing an application for a <br />site plan review shall be paid by the applicant. Said costs <br />shall include but not be limited to: professional consulting <br />services as directed by the Planning Commission and/or City <br />Council, coP.fing charges, extraordinary City staff involvement, <br />public hearing publications, and written notice to adjacent <br />property owners. A set fee established f rODl tilDe to time by the <br />Ci ty Council shall be deposi ted wi th the Ci ty at the time the <br />a:glUcation is made. At the time the application is made, if the <br />ZOning Officer determines that costs in addi tion to the set fee <br />will likely be incurred by the City, then an additional sum as <br />determined by the Zoning Officer shall be deposited with the <br /> <br />9l <br />
