<br />RESPONSE TO COMMENTS FROM ELK RIVER <br />(letter from Peter Beck, May 7, 986) <br /> <br />1. As discussed on page 18 of the Draft EIS, Northfork is <br />buffered from the industrial development in Elk River by <br />Jarvis Street. However, to increase the buffering between <br />the industrial land and Northfork homes, North Fork, Inc. is <br />seriously considering leaving the western-most lots in phase <br />5 undeveloped. If plantings were added to these lots, this <br />would provide substantial buffering between the two land <br />Uses. <br /> <br />~ <br /> <br />2. As discussed in the Draft EIS (pages 77 and 78), the <br />City of Ramsey has included virtually all of the project <br />site within the proposed Mississippi River Drainage District <br />(see Figure A). This district, which is currently <br />undergoing public hearings, will drain surface water south <br />to the Mississippi River. Therefore, there will be little <br />or no increased drainage from the project site flowing into <br />Trott Brook. <br /> <br />1 . <br />\ <br /> <br />3. The City of Ramsey is continuing to negotiate with MnDOT <br />concerning access to the site and plans for access have not <br />been finalized. However, all options being considered (and <br />as discussed in the DEIS) involve several access points to <br />the site, thus relieving traffic on Jarvis. Elk River's <br />comments will be strongly considered in the further <br />examination of access to the site. <br /> <br />-48- <br /> <br />, <br />\ <br />l . <br />
