Drainage into Trott Brook. <br /> <br />The DEIS predicts minimal impact from the project on Trott Brook. <br />Potential impacts on Trott Brook are of concern to Elk River because <br />Trott Brook is presently over capacity, which is resultinq in the <br />flooding of property within Elk River. Elk River requests that Ramsey <br />ensure that no increased drainage into Trott Brook will occur as a <br />result of the project, and consider the possibility of taking steps to <br />alleviate the current problem with Trott Brook by reducing existing <br />drainage flows into Trott Brook. <br /> <br />3. Jarvis Street. <br /> <br />The DEIS proposes three alternative access concepts for the Project. <br />All of these concepts would require substantial improvements to Jarvis <br />Street, the installation of an automatic gate crossing control system <br />where Jarvis Street crosses the Burlington Northern Railroad, and the <br />construction of a signalized intersection at Jarvis Street and <br />Highway -10. <br /> <br />Jarvis Street serves an area of Elk River which is not expected to see <br />significant development for some time. Therefore, Elk River is not- <br />contemplating any significant improvements to Jarvis Street in the <br />foreseeable future. If the project proceeds and substantial <br />improvements to Jarvis Street, including gate crossings and <br />intersection signals, are required, the City of Elk River will not <br />consent to sharing in the cost of these improvements. Therefore, the <br />City of Ramsey and the Project proposer should be aware that Ramsey, <br />and/or the Project, will have to bear the full cost of these <br />improvements if the Project does proceed. <br /> <br />We appreciate the opportunity to comment on the DEIS.
