'\~\ <br /> <br />'0 ~ <br />z <br /> <br />"r.llflKIlf'CK <br /> <br />May 7, 1986 <br /> <br />Dear Ms. Norris: <br /> <br />The City of Elk River has the following three comments with respect to <br />the Draft Environmental Impact Statement (DEIS) for the Northfork pun <br />(the Project) in the City of Ramsey: <br /> <br />1. Conflicting Land Uses. <br /> <br />As the DEIS notes, the land located immediately to the west of the <br />Project in Elk River is zoned for commercial and industrial uses, <br />including heavy industrial uses. The DEIS recommends that homes <br />developed on the western edge of the Project should be situated to <br />minimize any potential conflicts with industrial developments in Elk <br />River. <br /> <br />Elk River requests that all possible mitigation measures be taken to <br />minimize land use conflicts along Jarvis Avenue and specifically to <br />minimize the potential impact of future commercial and industrial uses <br />in Elk River on the proposed single family residential development in <br />Ramsey. Such mitigation measures could include substantial open space <br />along the eastern side of Jarvis Avenue and/or the creation of <br />vegetative or land form screening devices or buffer areas. <br />Consideration should also be given to the fact that industrial and <br />residential traffic will be sharing Jarvis Avenue and steps should.be <br />taken to mitigate any potential problems which this mixed use of the <br />street could cause. <br /> <br />. <br /> <br />Elk River also requests that Ramsey take steps to ensure that buyers <br />of lots developed in the Project (the future residents of the Project) <br />be fully informed with respect to the industrial zoning across Jarvis <br />Avenue so that future development in this industrial area of the City <br />of Elk River does n0t come as a su~prise to homeowners in the Project. <br /> <br />l <br /> <br />-46- <br /> <br />.,', <br />I <br />\ <br />J <br /> <br />
