The project consists ot <br />250 single family residential lots averagUlg 2.5 acres each co a site ot 1253 <br />acres in the city ot Jl8mlley. Alao planDed are 125 acres ot co_ercial <br />industrial development. 'Jhe project will be ccoatructed over a 10-year <br />period. The Council previously received a related reterral tor FHA subdivision <br />approval tor 42 lots 1n the tirst stage. '!'be Council tound the tirst phase <br />consistent with the Metropolitan Development framework and recoDlDended that <br />other phases needed to be reviewed again tor COllllistency prior to approval. <br />Paul Baltzer sen, Council statf (en. 321), presented the report and answered <br />questions from the ColDlll1ttee. <br /> <br />" <br /> <br />ISSUES AND CONCERNS <br /> <br />. , <br /> <br />Tbe project is cutside the urban service area and will use onsite vaste <br />disposal systems and wells. The.llOils 1n this area have severe l:lm1tatilll1s for <br />operation of onsite systems. Only three acres do not bave severe limitations. <br />Thill project is in an area were central sanitary sewer is difficult to <br />provide. <br /> <br />Access to a metropolltan highway, TH 10, is proposed tor tile project. In the <br />rural area, Council policy supports access to frel5lltanding growth centers and <br />rural centers but not rural subdivisions. <br /> <br />'lbe project exceeds the reoo_ended IIlllXDIum rural density calculated by the <br />Metropolltan Council ot ClOe hcus1ns per 10 acres. <br /> <br />Following are major po1nts ot concern raised by tile oollllll1ttee: <br /> <br />{ . <br /> <br />.
