Councillllember Cox noted that the City has an Economic Development Commission vorking to stimulate development in the busine88 district; Hr. Robert Cox should approach IDC for assistance in locating his business to an affordable location in an appropriate zone. Hr. Staff recommends proceeding with the project and in the event the HSA designation is not approved. the developer vill be responsible for engineering and construction costs of the road. Hotion by Councilmember Cox and seconded by Councilsember ReURann to order plans for the extension of l53rd Avenue RW from Puma Street RW to Andrie Street RW contingent upon the developers of Borthfork vaiving the 60 day waiting period and depositing an excrow vith the City in an 8180unt established by the City Engineer for the cost of preparation of these plans. and if the extension is designated as an HSA street. the City vill return the developer's escrow. Further Discussion: Councillllember Schlueter inquired if this sotion is also intending that the developer vill be paying for road construction. Hr.
