Too aany taxes create a ghost city. <br /> <br />Mr. Hartley referred to his memo of April 28 which Itates that with storm lewer <br />taxing diltricts. developers would be relponsible for developing storm lewer <br />improvements that either tie into exilting or proposed Itora Iystems. Council <br />can assure this happens through the plan review process. <br /> <br />Motion by Councilmember Cox and leconded by Mayor Heitman for a aeeting recess. <br /> <br />Motion carried. Voting Bo: Bone. <br /> <br />The meeting recessed at 9:00 p.m. <br /> <br />Mayor Heitman called the meeting back to order at 9:22 p.m. <br /> <br />Mr. Goodrich reiterated that developers are required by ordinance to develop <br />any facilities needed by their development. <br /> <br />Mr. Hartley stated that if Council wishes to begin the process of considering <br />development of two Itora drainage districts in the city. ordinances would have <br />to be drafted defining the boundaries. A public hearing would be conducted and <br />then Council may consider the adoption of the ordinances establishing two <br />districts. The required vote to do so would be 4 of 5 council members. <br /> <br />Mr. Goodrich stated that Council can take no action or table the existing <br />proposed ordinances that have been introduced to establish a West and South <br />Central taxing district. <br /> <br />Mr. Hartley noted that if Council establishes some form of taxing district in <br />the near future. it is doubtful construction of improvements could take place <br />until the spring of 1987. <br /> <br /> <br />Mayor Heitman quoted Section 444.21 (Dissolution of district) in Minnesota <br />Statutes Annotated _ 'Upon the retirement of all obligations issued to finance <br />improvements within the district. the district may be dissolved by following <br />the procedures for establishment of the district set forth in section 444.17.' <br />Mayor Heitman stated that he interprets this to mean that the City could. to <br />get lome relief aeasures in the workings this year. establish those districts <br />that have been introduced and approve necelsary projects contingent upon the <br />diltrict being dissolved after the projects being completed and then proceed to <br />eltablish the two district system. <br /> <br />Mr. Goodrich stated that a district cannot be dislolved until all debtl of that <br />diltrict are paid back. <br /> <br />April 29. 1986 <br />Page 11 of 13 <br /> <br />
