<br />Mayor Heitman stated that based upon information he bas received from Mr. <br />Hartley, this special meeting was called at tbe request of Councilmember <br />Sorteberg and Mr. Bartley. Mayor Heitman stated tbat he agreed to call the <br />special Council meeting based on Councilmember Sorteberg's concern; <br />Councilmember Sorteberg being 50% of the Personnel Committee. Virz' Rp-oueAt For Back PAV For 15% <br />ComnenAAtion Por AARuminv Duties Of Buildinf <br /> <br />Councilmember Sorteberg stated tbat tbe April 29, 1986 recommendation of the <br />Personnel Committee was to pay Mr. Wirz 15% above base salary for assuming <br />duties of Building Department. Mr. Bartley and Mr. Graczyk determined that the <br />action should be accomplisbed by a Council motion based on the fact that <br />earlier action regarding this issue was rescinded by motion. Councilmember <br />Sorteberg stated that Mr. Wirz is concerned.with tbe issue not being resolved <br />in five montbs and receiving no back pay. Councilmember Sorteberg stated that <br />the issue of tonight's Council meeting may be considered unimportant by some <br />people but Council has conducted special meetings for less important issues. <br />Mr. Wirz was hoping that the issue would be acted on at the Council meeting <br />usually held the second Tuesday of the month. <br /> <br />Mayor Heitman stated that he did not call a meeting for the second Tuesday in <br />May. <br /> <br />Motion by Councilmember Sorteberg and seconded by Councilmember Schlueter to <br />compensate Mr. Wirz at a rate of 15% above base salary for assuming the <br />responsibilities of the Building Department from October I, 1985 to December <br />31, 1985. <br /> <br /> <br />Further Discussion: Mayor Heitman stated the previous action to provide this <br />compensation was halted so as not to jeopardize labor negotiation discussions; <br />will this reinstateaent of action create similar problems. Mr. Goodrich <br />replied that the labor contract has been approved by both the union and the <br />City Council; don't see this request for compensation being an issue any longer <br />as far as labor negotiations are concerned and it should not create additional <br />problems with respect to the union. Mayor Heitman inquired as to how the back <br />pay will be applied. Finance Officer Graczyk explained that there is a <br />procedure and form to be followed for back pay situations. Mr. Graczyk stated <br />that the actual hours worked during the subject time period are reviewed; those <br />hours are multiplied by the additional money approved. Mr. Graczyk stated that <br />the estimated hours worked by Mr. Wirz from October 1 to December 20, 1985 are <br />472, 8IIIounting to an approximate back pay amount of $980.00. Mr. Graczyk <br />stated that if there were overtime hours worked and paid, those hours would <br />also be included and paid at the higher rate; if the employee was given comp <br />time for that overtime, the higher rate is not paid for those overtime hours. <br />Mayor Heitman stated that he would like to know the following items for the <br />subject time period for Mr. Win: bow many base hours worked, how many <br /> <br />Page 2 of 3 <br /> <br />
