INTRODUCTION <br /> <br />In Auguat and September of 19811 the cities of MOIca, Andover, Brooklyn Park, <br />ChaIIlplin, Coon Rapids, Dayton and JlalDSey and the oounties of MOIca and Hennepin <br />organized the -North Metro Traffic Task Foroe.- The purpose of the Task Force <br />was to analyse and make recolDID8ndations relative to traffic problelDS cOlDIDCn to <br />the area. Later, representatives of Brooklyn Center and Fridley were included <br />in the Task Force. During October, lIovember and December of the year the Task <br />Force init1ated work, setting up a study prooess ooordinated by the <br />Metropolitan Councll and involving MnIllOT. A technical oolDlD1ttee WIIS organized <br />and charged with the tesk of' studyillS the issues and willS a pre11lD1nary <br />report to the Taak Foroe by August " 1985. The Teohnical COlDIDittee, appointed <br />on December 5, 19811, submitted a work plan to the Task Force in ID1d-January, <br />1985. The plan recelved approval trom the Task Foroe on January 23 with ID1nor <br />modifioations, and work prooeeded generally on sohedule until the sWllller. The <br />study process was delayed at that time, however, pr1marily caused by other <br />colllD1ttments of Metropol1tan Council and Mn/llOT staffs during the sWllller. Work <br />on a year 2000 traff'1c analys1a was completed in October and was reviewed by <br />the Techn1cal ColDlD1ttee in lIovember. The colDlD1ttee reviewed the lIDpl1cations <br />of projected traffio demand on twelve bridges, three of which are existing <br />structures, one is wider construction and eight are candidate river crossings. <br /> <br />The foreoaats indicated that some new bridge locations rel1eve congestion at <br />the four -existing" bridges and some do not. The term -existing" includes the <br />18 610 lIorthtown Bridge, which is currently under cODstruction. Since the long <br />range analysis considers a year 2000 time trame, 18 610 is regarded aa an <br />existillS f'acllity. Baals exists in the travel demand nlllDbers f'or cCllstructillS <br />additional capacity, equivalent to one, or atlllOst, two new crossings. Such <br />capacity could also be provided at one of' the existillS crossings. <br /> <br />The Techn1cal ColDlD1ttee met in December, 1985 to reduce tbe eight candidate <br />looatiClls to no IIIOre than f'our, which would receive more detalled evaluation. <br />The ColllD1ttee continued tbe work of' evaluating eacb alternative at additional <br />work sessions in early 1986.
