<br />placement of temporary all way (three way) stop signs at the intersections of Kamacite <br />Street and 148th Avenue and Kamacite Street and 147th Lane. These stop signs are not <br />intended to control speed through the neighborhood, but rather are being placed to <br />emphasis the need to assign right of way because the through traffic may be unfamiliar <br />with local traffic conditions. These temporary stops signs shall be removed upon <br />termination of the county road closures. Staff recommends that police patrol be focused <br />to ensure compliance with the 30 mph speed limit and that the use of the speed trailer be <br />continued, and that a temporary all way (three way) stop signs be placed at the <br />intersections of Kamacite Street and 148'h Avenue and Kamacite Street and 147'h Lane. <br />These temporary stops signs shall be removed upon termination of the county road <br />closures. <br /> <br />Chairperson Elvig noted the stop signs could be a nuisance for those traveling through the <br />neighborhood and a detriment to people that try to use it as a back door. <br /> <br />Councilmember Olson stated the recommendation sounds reasonable at this point. This is a <br />temporary situation, and situations like this are always an inconvenience for residents, but there <br />is light at the end. ofthe tunnel. The big issue is that people are safe. <br /> <br />Councilmember Cook concurred. <br /> <br />Police Chief Way stated he has discussed the situation with Public Works Director Olson; police <br />, officers will try to be present in the neighborhood as often as they can, but it will be in time <br />periods of 15 and 20 minutes here and there. <br /> <br />Wayne Grover, 7040 147'h Avenue NW, stated the main problem is that a speed limit of30 mph <br />is too fast for this subdivision; there are little kids playing out there, He suggested the road be <br />posted with a sign stating Closed to Through Traffic, The big concern is the 18 wheelers, belly <br />dumps, construction trucks and delivery trucks coming through. He suggested a sign be posted <br />at the entrance with a weight restriction. He stated the stop signs are a great temporary situation; <br />the main time people fly through is in the morning and the evening. He stated the other day his <br />. son pulled out and was almost hit because someone didn't stop at the intersection. <br /> <br />Public Works Director Olson indicated state guidelines are always followed when the City posts <br />weight restrictions, and this is only done in the spring and the fall. <br /> <br />Chairperson E1vig commented there must be the ability to tag a belly dump truck driving on a <br />street that is posted as Closed to Through Traffic. <br /> <br />Police Chief Way explained a sign stating Not a Through Street or Local Traffic Only is open to <br />interpretation. The City must be able to defend the ticket that is written, and cannot restrict <br />people from using a local street. <br /> <br />Nancy Masters, 7151 148'h Lane NW, stated she lives behind Ramsey Market.
