<br />Police Chief Way indicated there have been patrol cars in this neighborhood a lot and the radar <br />trailer has been placed there; there has not been one speeding ticket written in the neighborhood. <br /> <br />Ms. Masters asked if any of the entrances into the neighborhood could be closed. <br /> <br />Chairperson Elvig replied his understanding is that would be somewhat illegal to do, as these are <br />public roads. He inquired if there is enough warning signage posted regarding the road being <br />closed, and expressed concern with the possibility of a belly dump coming down the road and <br />deciding to go through the closed street because he cannot back up. . <br /> <br />Public Works Director Olson replied there are Road Closed Ahead signs posted at CR 5 and at <br />Alpine Drive. . <br /> <br />Ken Cich, resident on the corner of l4S'h Avenue and Kamacite Street, stated everything the two <br />previous speakers said is true and then some. He thanked the police for their efforts. They <br />brought the speed trailer out, but it does not do anything other than create another obstacle for <br />people to dodge. The squad cars are not accomplishing anything as often as they have been <br />there. Nothing has done any good whatsoever. The stop signs might help a little bit. There are <br />kids racing through the neighborhood, and there were recently two of them having a racing <br />competition through the neighborhood; he called 911 regarding that situation. No one has <br />gotten a ticket yet, but there are cars going through the neighborhood at 50 mph. They need a <br />. speed limit of 20 mph. There are 100 kids in the neighborhood and school is out. Cars are <br />honking at kids on bikes; last night there were three junior high kids and an SUV came up behind <br />them and laid on the horn; the kids cussed him out; it is out of control. Besides the speed issue is <br />the noise; every time they slow down for a corner they goose it to get to the next corner. Half of <br />the traffic is sane, quiet and slow, and the other half is driving them crazy. Someone is going to <br />get hurt. <br /> <br />Chairperson Elvig asked about the readings the speed trailer has shown. <br /> <br />Police Chief Way replied the highest reading they have is 34 mph. The trailer is not left out <br />overnight, as it is an expensive piece of equipment. <br /> <br />Chairperson Elvig asked if Mr. Cich thinks the stop signs will have an effect. <br /> <br />Mr. Cich replied neighbors have suggested that they have speed bumps, but all cars do for those <br />is brake over them and then gas it, so that is not a solution. The neighbors have talked about stop <br />signs, but people will also slow down for them and then gas it, making a lot of noise. The stop <br />signs should make the intersections safer. He asked if it would be possible to consider a <br />temporary speed limit reduction to 20 mph. <br /> <br />Public Works Director Olson replied state statute states the minimum a local roadway can be. <br />posted is 30 mph. <br /> <br />Public Works Committee I June 20, 2006 <br />Page 5 of 15 <br />
