No person seeking employment to or promotion within4he City service shall either directly or <br />indirectly; give, render, or pay any money, service, or other valuable consideration to any person <br />or on account of or in connection with the employee'sir test, appointment, of -promotion, or <br />proposed appointment or promotion. <br />No person shall be employed, promoted, demoted, or terminated by the City or in any way favored <br />or discriminated against because of, race, creed, color, national origin, religion, sex, sexual <br />orientation, marital status, familial status, age, status with regard to public assistancey Of disability, <br />or other characteristics protected by state or federal law, Additionally, , or because of actions taken <br />with regards to the rights under provisions of the Public Employment Labor Relations Act. nisslo <br />person who is over 18 years of age shall be discriminated against with regardference to City <br />employment in any way prohibited by the forbidden by federal and state law, including actions <br />taken in accordance with the Public Employment Labor Relations Act. <br />1.97 Exceptions <br />No exception to any provision of this personnel policy may be made except by the GityCity <br />Administrator, the GityCity Administrator's designee as noted in specific sections of this policy, <br />or the City Council as required under the City's Charter. Such exceptions shall be documented. and <br />made only on a case -by -case basis and only after the City Administrator or the City Council has <br />adopted sufficient findings of fact showing the justification for the exception. <br />151Page <br />
