6. 24. <br /> CC Regular Session <br /> Meeting Date: 11/26/2024 <br /> Primary Strategic Plan Initiative: Address infrastructure needs. <br /> Title: <br /> Adopt Resolution#24-341 Ordering Plans and Specifications for Sorteberg's Street Reconstructions, <br /> Improvement Project#25-06 <br /> Purpose/Background: <br /> Purpose: <br /> The purpose of this case is to adopt Resolution#24-341 ordering plans and specifications for Sorteberg's Street <br /> Reconstructions, Improvement Project#25-06. <br /> Background: <br /> The proposed 2025—2034 Capital Improvement Plan(CIP) identifies the streets within the Sorteberg's <br /> subdivision for street reconstruction in 2025. A street segment summary for the project is attached to this case. <br /> Project History <br /> •May 28, 2024,the Ramsey City Council adopted Resolution#24-13 8, accepting and awarding a proposal <br /> to Hakanson Anderson for topographic survey of the project area. <br /> •August 12,2024,the Ramsey City Council adopted Resolution#24-220, accepting and awarding a <br /> proposal to Independent Testing Technologies, Inc. for a geotechnical report of the project area. <br /> •November 19,2024, the Ramsey Public Works Committee recommended City Council order plans and <br /> specifications for said improvements. <br /> Project Scope <br /> This project proposes to reconstruct the streets within the Sorteberg's subdivision,which are generally located <br /> east of Armstrong Boulevard, one block south of Central Park. The streets are 30-foot wide urban section with <br /> bituminous curbing and curb cuts at the low points. The streets total approximately 0.54 miles in total length, <br /> traffic counts have not been taken within the project area. <br /> Staff is proposing to replace the bituminous curbing with surmountable concrete curb and gutter. Initial review has <br /> shown depth is not available to place storm sewer inlets and piping at the low points, a combination of concrete <br /> valley gutters and flumes will be used for drainage at the low points. <br /> Review of the geotechnical report found clean sands, ideal for pavement support within the project area. Staff is <br /> proposing a pavement section of 3.5-inches new bituminous pavement over 4 to 6-inches of aggregate base made <br /> up of recycled reclamation, generally following the full-depth reclamation(FDR)process. The existing pavement <br /> section ranges between 7.4-inches and 10.3-inches in total thickness,to achieve the proposed pavement section <br /> additional subsoil excavation is not required. <br /> Municipal utilities do not exist within the project area, extension of municipal utilities to this subdivision are not <br /> proposed as it is outside of the 2040 MUSA. <br /> Additional Permitting <br /> Because the project goes up to the Anoka County right-of-way, and will require temporary signage within said <br /> right-of-way, an Anoka County Highway Department Right-of-Way Permit will be required.No other permits are <br /> anticipated. <br />
