COUNCIL TOPICS FOR DISCUSSION 1) Brief Presentation of Study - Rusty Fifield, HKGi . Community Development Director Patrick Trudgeon stated they have a presentation and report from HKGi for the City regarding the Central Rural Reserve Study. He reviewed how the study area came into ~e Comprehensive Plan. City Administrator Norman stated the boundaries have changed since this was first discussed. They knew the gun club would be developed and there is land around the gun club that would be developed. Mr. Rusty Fifield, HKGi, stated they have been working on the study for almost three years. He noted he was at the meeting to answer questions, clarify the study and discuss key policy issues. This is not a plan for redevelopment and change is inevitable. They need to understand options and implications and it is better to plan than react. Mr. Fifield presented an overview of the study. Mr. Fifield stated there are certain areas that were dropped from the study because they have already been developed. There are 587 parcels on 1,007 acres and there are currently 556 housing units on the properties. There are. a number of influencing factors which shape opportunities and decisions facing property owners and it influences future development. . Community Development Director Trudgeon indicated there was a comprehensive sewer and . water plan that was updated last year by the Council. Commissioner Nixt arrived at 6:45 p.m. Mr. Fifield stated that one of the most important factors in the study is future traffic. The corridors will see significant traffic increases. There will be future safety and intersection issues because there are many intersections in the City and the roads are set up like a ladder, all flowing onto the major roadways. The City Charter controls assessments for public improvements. In the draft report, several different scenarios are presented. Future scenarios are maintaining healthy neighborhoods, development of vacant land (A and D, immediately east of CentralPatk and Hanson Tree Farm). There is very little opportunity for infill development; the more likely scenario is incremental growth with utilities and potential for larger change. 2) Questions and General Discussion - All Councilmember Strommen stated in terms of the factors that the report discusses of what might be influencing future development is interaction, the domino effect such as transportation. The natural features will need to be something they have to work around. They should have discussion about which are the strongest influences such as transportation. They need more discussion regarding the natural features and it would be helpful to include the greenways map.. She also thought this is one of those cases to have a natural resources inventory'., She felt this . section was the weakest. Another thing that would be helpful is to find out whati-s the status of the private wells and septic in the area and how many have failed and have been redone. Would people want to switch to ci!y sewer and water, if available. They need to explore more of the " incremental growth; blending of neighborhoods will be hard to do like they have had in the past.
