.

.

.

She thought it was important to have blending between the neighborhoods and look at the order
of development. Area D could be developed on its own but utilities would be coming from Area
C so they might want to look at how the areas would flow.

Mr. Fifield stated it is hard to determine what area g.ets developed before others in order to bring
sewer into other areas.

Community Development Director Trudgeon thought they will need to come up. with some
policies to deal with issues for development.

Couhcilmember Elvig arrived at 7:10 p.m.

Councilmember Olson thought this was part of a larger picture and it was difficult to say what
the most important thing. for the property. was. In viewing this property, she would question how
big the wetland is.

Community Development Director Trudgeon indicated it was close to 80 acres.

Councilmember Olson saw the traffic asbeing the real key. The extension ofVariolite is going
to be a real issue. She did not see how they could do much of anything without getting the
streets straightened out. They may need an overlay of the Comprehensive Plan to see how this
will fit together. As far as sewer and water, it is so close to this area that they will need to figure
out what they are going to do with this sooner or later.

,Mr. Fifield stated this is something that will need to be dealt with as they develop.

Councilmember Olson asked City Administrator Norman about the plan to move houses out of
the area and is this still something that could happen.

City Administrator Norman stated it is one option or alternative that could be done. It provides
an alternative to tearing or burning the house down. When they pitched it to Habitat for
Humanity, they fell in love with the idea and it provides an alternative. .

Councilmember Olson thought if this was something they were interested in doing, they will
need to identify the areas they will be moving the homes out of and into. They will have to find
out how to reconfigure streets.

Community Development Director Trudgeon stated this report is very general and they are trying
to outline the realm of different things that could occur and to be determined at a later date.

Councilmember Elvig stated there is a dilemma with eminent domain changing. He wondered if
there was a way to try to connect these things someway. The infrastructure is problem number
one and he wondered if they could make up a map showing ways to balance the project.

Community Development Director Trudgeon stated the study is a general planning tool and they
can expand on this.

Mr. Fifield stated one of the things they tried to do with the study is to make it informative. If
they get too specific in the document, people are not going to try to understand the bigger, .
picture.

City Council Work Session I June 26, 2006
Page 3 of 7

-105-
