<br />. <br /> <br />. <br /> <br />. <br /> <br />looks at these pieces of development like he looks at a jigsaw puzzle. Wild Oaks of Ramsey is a <br />puzzle piece that would fit the long term comprehensive needs of the City of Rams'ey, and of <br />connecting roads. He understands it is not a great situation for a long interim roadway with no <br />egress capabilities, but easement has been provided for a temporary cul-de-sac. This <br />development is a logical piece of the puzzle that he would like to be considered for approval <br />despite the recommendation because it utilizes a nice piece of ground, the wetlands are being <br />protected, and the Watershed Board has granted approval. Also, Wild Oaks of Ramsey has met <br />the requirements of the City regarding the landscape plan, density issues, and tree preservation. <br />Significant changes were made to save a significant number of trees and additional wetland has <br />been mitigated as a result. Density transitioning in relation to _ the cluster ordinance is <br />controversial, and this subdivision does not have that issue. <br /> <br />Mr. Maloney stated a number of the items included in the Staff Review Letter updated April 28th <br />are really final plan items that would be done should Wild Oaks of Ramsey be able to proceed <br />beyond this point. Wild Oaks of Ramsey was required to submit the on-site sewage treatment <br />system design according to the cluster septic requirements, which they have done. They have <br />also included a management plan for operation of that 's'eptic system. That has been <br />controversial, and the City has asked that the developer designate a City approved private entity <br />to be hired by the HOA and to manage that facility for as long as it is in use. That management <br />plan has been prepared and there are a number of entities, including Connexus, that could be <br />brought on to manage these sewer facilities. Mr. Maloney stated it is frustrating to get to this <br />point and go through the significant hoops they have. Wild Oaks of Ramsey has come up with <br />what he thinks is a nice solution and a piece of the puzzle that would fit the City <br />comprehensively, ultimately provide for looped streets in the region, provide a very nice place for <br />people to live within the City of Ramsey, and to fill,housing needs. He would be very frustrated <br />to be hung up on a cul-de-sac ordinance when it is clear that growth is going to continue, and <br />these other puzzle pieces will be coming along. It is not a matter of if they are going to come <br />along; he believes it is a matter of when. Wild Oaks of Ramsey has done everything they can to <br />make things fit, and to make their puzzle piece fit. <br /> <br />Motion by Chairperson Nixt, seconded by Board Member Levine, to close the public hearing. <br /> <br />Motion Carried. Voting Yes: Chairperson Nixt, Board Members Levine, Brauer, Cleveland, <br />Hunt, and Trites Rolle. Voting No: None. Absent: Board Member Van Scoy, <br /> <br />The public hearing was closed at 7:18 p.m. <br /> <br />Board Business <br /> <br />\. <br /> <br />Chairperson Nixt called the Board of Adjustment meeting back to order at 7: 18 p.m. <br /> <br />Chairperson Nixt asked when concerns regarding the cul-de-sac length were first discussed with - - <br />the applicant. - <br /> <br />Associate Planner DaInes replied the Wild Oaks subdivision was originally brought to the <br />- Planning Commission at sketch plan July 7,2005.
