The installation of the fire hydrant is a <br />requirement of Phase 3 of the development. <br /> <br />. <br /> <br />Access from this first phase is provided onto Variolite Street at two locations: 1 63rd Avenue <br />st ' <br />N.W. and 161 Avenue N.W. <br /> <br />'. <br /> <br />There are delineated wetlands in this first phase that are proposed to be encumbered with <br />drainage and utility easements. Also, this first phase requires filling 0.19 acres of wetland to <br />facilitate construction of 163rd Avenue. The Developer has obtained the proper permit from the <br />Lower Rum River Water Management Organization. Although the wetland buffer ordinance was <br />pending at the time of preliminary plat review, the Developer is providing a wetland buffer that <br />ranges in width from 5 to 25 feet. The limits of the buffer will signed. <br /> <br />Park dedication will consist of a cash payment. The Developer will be responsible for the <br />construction of a trail adjacent to Variolite Street N.W. from the north boundary of the plat, south <br />to 161st Avenue N.W. There is a trail corridor under development from E1mcrest Park to Central <br />Park. The Developer will also' construct the segment of that trail corridor that lies within the <br />boundaries of this plat, including the boardwalk east of the southeast boundary of the plat. The <br />. Developer must provide the City with written approvals for that boardwalk from DNR and the <br />landowner. <br /> <br />A tree preservation and landscape plan have been provided and reviewed. Minor modifications <br />to the landscape plan are recommended. <br /> <br />. <br /> <br />Recommendation: <br /> <br />City Staff recommends final plat approval with certain conditions. <br /> <br />Council Action: <br /> <br />Motion byCouncilmember and seconded by Councilmember to <br />adopt Resolution #06-07-_ granting final plat approval to Sweetbay Ridge contingent upon the <br />following conditions: <br /> <br />a. Compliance with City Staff Review Letter dated July 21,2006 <br />b.
