The final plat submittal, entitled Sweetbay Ridge, consists of three (3) sheets <br />prepared by Passe Engineering. The Final Plat submittal also includes Final Constructions Plans <br />consisting of twenty-nine (29) sheets that include Overall Utility Plan, Sanitary Sewer and <br />Watermain Plans, Storm Sewer and Street Plans, Grading and Erosion Control Plans, Trail <br />Construction Plans, and Landscape ~Plans for Phase I; all prepared by Passe Engineering and <br />dated June 21, 2006. We offer the following comments: <br /> <br />General: The preliminary plat for Swe.etbay consisted of a 3-phase subdivision of 102 acres into <br />158 single family lots served by sanitary sewer and municipal water. In accordance with the <br />preliminary plat, the final plat for Phase 1 contains 68 lots. Outlot A is for future development; <br />Outlot B will contain a trail connection between the boardwalk to the east and the boardwalk to <br />the north behind Lots 1-5 of Block 5; Outlot C will preserve a corridor for a future road <br />extension east of S weetbay; and Outlot D is for future development. <br /> <br />Zoning: The property is zoned R-l Residential and was located in the Rural Reserve Area. A <br />Comprehensive Plan amendment was approved to change the land use from Rural Reserve to <br />Low Density ResidentiaL The property is now considered in the urban service area. <br /> <br />Density: The R-1 Residential regulations in the urban service area allow a net density of3 units. <br />per acre. The net density, with wetlands factored out, was determined to be 2.1 units per acre at <br />the time of preliminary plat. <br /> <br />. <br /> <br />Lot Sizes: The current minimum lot size in the urbanservice area is 10,800 square feet. In <br />accordance with the preliminary plat, all of the lots' meet or exceed the minimum size <br />requirement. The larger parcels include wetland areas and the increase in size"is neces~ary to'- <br />achieve sufficient upland for development of the lot; the lowlands on a lot are encumbered with <br />drainage and utility easements. <br /> <br />-251- <br />
