<br />Final Plat Review: Sweetbay Ridge <br />July 21, 2006 <br />20f6 <br /> <br />. <br /> <br />Lot Dimensions: All of the lots meet the 80 foot width requirement at either the road frontage <br />or the building set~ack line. All of the corner lots meet the 90 foot width requirement. <br /> <br />Grading and Drainage Plans: <br /> <br />A final grading and drainage plan has been prepared for this subdivision by Passe Engineering, <br />me., dated June 21, 2006. Staff offers the following comments on this plan: <br /> <br />1. The lot grading table must be modified to identify which lots will be ~ustombuild. <br />2. A temporary cuI de sac needs to be placed on the southern end of Sapphire Street. Lot 75 <br />should be designated as an outlot for this purpose.. <br />3. The maximum slope should not exceed one foot vertical to four feet horizontal. Some of <br />the proposed berm slopes exceed this slope. <br />4. The contours shown between the street and the house 'pads appear to be inconsistent. A <br />review of these grades is needed. <br />5. The median on 161 st needs to be reviewed by Public Works for approval. <br /> <br />Calculations need to be submitted showing the pre and post runoff conditions. A copy of the <br />. permit from the Lower Rum River Water Management Organization has been provided. <br /> <br />Utilities: Final Sanitary Sewer and Watermain plans have been received. The [mal set of <br />construction plans are subject to review by Engineering. <br /> <br />. <br /> <br />Streets and Access: Access from Phase 1 of this development is provided onto Variolite Street <br />at two locations; 163rd Avenue N.W. and 161st Avenue N.W. Final Street Construction Plans <br />have been received and are subject to review by Engineering. Outlot C is also platted for the <br />purpose of preserving a corridor for future street extensions-to the east. <br /> <br />Wetlands: There are delineated wetlands within this plat and a portion of the improvements in <br />this first phase will cause 0.19 acres to be filled to accommodate the construction of 163rd <br />Avenue. The Developer has obtained a permit from the Lower Rum River Water Management <br />Organization for this fill and the storm water aspects associated with the project. The Developer <br />must comply with the terms of that permit. <br /> <br />Although the City's wetland buffer ordinance was pending at the time of preliminary plat review, <br />a voluntary wetland buffer ranging in width from 5 to 25 feet was identified on the plans and . <br />Staff is pleased to see that it has been carried through on the [mal plat. Seeding, in accordance <br />with the seed mixture tabulations found in Chapter 3 of MNDOT's Guidelines for Restoring & <br />Managing Native Wetland Vegetation regarding standards for establishing a buffer, will be.. <br />necessary if acceptable natural vegetation is disturbed. and/or does not exist.
