A continuous, dense layer of perennial grasses that have been unbroken for at least ten <br />(10) years;, or <br />. An overstory of trees and/or shrubs with at least eighty percent (80%) canopy closure that <br />have been unbroken for at least ten (l0) years; or <br />. A combination of the above described plant communities that have been unbroken for at <br />least ten (10) years. <br /> <br />Monumentation denoting the limits of the buffer will need to be installed on Lots 5-14 Block 1, <br />Lots 6-24 Block 2, Lots 1-5 Block 5, and Lots 1-3 Block 6. At the time that the final plat is <br />recorded, it will be necessary to. record a notice of the wetland buffer requirement and prohibited <br />activities against the title of these lots with the Anoka County Recorder. <br /> <br />Density Transition: Currently, City Code requires density transitioning between the proposed <br />. single-family urban lots and the surrounding single-family iural lots. City Code establishes <br />several options to achieve the transitioning through landscaping, existing topographical features, <br />or matching densities on common boundaries. It is City Staffs opinion that the existing wetland <br />and tree line along the north boundary of the plat serves as an adequate transition between the <br />urban lots and the rural sized lots to the north. No additional transitioning efforts are required. <br /> <br />Traffic Generation Report: The City Charter requires the generation of a traffic analysis <br />report. A traffic analysis was prepared as a part of the required Environmental Assessment <br />Worksheet. A traffic generation analysis for this development has been prepared by Bolton & <br />Menk Inc. which analyzed the impact of this development on the following five intersections: <br /> <br />. 161 st Avenue and Armstrong Blvd. <br />. 163rd Lane and Variolite <br />. 161st Street and Variolite <br />. Alpine Drive and Variolite <br />. Alpine Drive and Ramsey Blvd <br /> <br />All of the above intersections were anticipated to function at acceptable levels of service during <br />peak traffic periods following the proposed development. <br /> <br />Park Dedication: In accordance with the recommendations of the Park Commission, park <br />dedication shall be satisfied with a cash payment. The current rate is $2,400.00 per unit; the rate <br />in effect at the time of final plat approval will be collected. <br /> <br />Trail Construction: In Phase 1, construction of a trail along Variolite Street from the north <br />boundary of the plat to 161 st Avenue N. W. will be required. This trail segment is not eligible for', <br />credit against trail fees due n the plat. Extension of that trail from 161 st to Alpine ~Drive will be <br />required during Phase 3. The segment of trail from the south boundary of the plat to Alpine <br />Drive is eligible for credit against trail fees due on Phase 3 of the plat. <br /> <br />-253~ <br />
