<br />Final Plat Review: Sweetbay Ridge <br />July 21,2006 <br />40f6 <br /> <br />. <br /> <br />The Developer will also be responsible for the construction of that portion of the trail corridor <br />between Elmcrest ,and Central parks that lies within the boundaries of this plat, and including the <br />boardwalk east of the southeast plat boundary. The entirety of this portion of the trail link will be <br />required for construction in Phase 1, including the boardwalk shown in Phase 2 located east of <br />the plat boundary. In accordance with City policy, trails that supplant sidewalks or trails that are <br />located in back yards are not eligible for credit against trail fees. In this case, the trail does <br />follow 161 st Avenue N. W. for a certain distance and eliminates the need for a sidewalk; this <br />segment of trail is not eligible for credit against trail fees due on the plat. The trail is also located <br />in the back yards of Lots 1-5, Block 5, and policy would dictate that this segment is also not <br />credit eligible. However, City Staff is recommending that a sidewalk be constructed on <br />Rhinestone Street that will intersect with the trail in Outlot B. In this case, the trail segment in <br />the back yards of Lots 1-5 would be eligible for credit against trail fees due on the plat. And, all <br />of that trail segment shown east of the southeast plat boundary as a boardwalk, will be eligible <br />for credit against trail fees due on the plat. <br /> <br />All trail construction plans and cost estimates, as well as any subsequent changes to plans and <br />cost estimates, must be pre-approved by the City. The Developer must submit a copy of the fInal <br />payment invoice to the City to receive reimbursement. <br /> <br />It is Staffs understanding that the developer has verbal approvals from DNR and the landowner .. <br />for the construction of the boardwalk east of the plat boundary. Written documents to that effect <br />must be provided prior to release of the plat for recording. <br /> <br />Trail Fee: The plat is subject to a trail fee and the 2006 rate is $580.00 per unit. The rate in <br />effect at the time of fInal plat approval will be collected. <br /> <br />Sidewalks: In accordance with City Code, a sidewalk is being provided on 163rd Avenue N.W. <br />and Uranimite Street N.W. Staff is recommending that a sidewalk also be included on one side <br />of Rhinestone Street N.W. That sidewalk should be extended off the end of the cul-de-sac to <br />provide a connection to the trail in Outlot B~This sidewalk would also provide residents of <br />Rhinestone a safe pedestrian route to go north to the trail. <br /> <br />Landscaping: Landscaping of individual lots is required and shall, at a minimum, consist of two <br />(2) one inch caliper trees (or, ~f evergreens, fIve [5] feet in height) per lot. The trees must be <br />installed in the front yards of lots; comer lots should have at least one tree along each street. The <br />plantings for Lots 6 & 8- 11, Block 2 need to be adjusted so that both trees are installed in the <br />front yards of those lots. Existing trees that are preserved mlly be credited toward the planting <br />requirements dependent upon size, location (need to be in front yard), species, and condition. <br />Based on the information submitted, additional trees need to be included on the following lots: <br /> <br />.
