Lotsl-7Blbck6 <br /> <br />F or lots that will be custom graded, at the time of building permit application, a detailed <br />inventory of trees that indicates trees to be pre~erved and removed will be required, including <br />species, size, and condition. Based on that information, landscaping requirements for those <br />individual lots may be reduced. <br /> <br />Please submit a revised plan. <br /> <br />Tree Preservation Plan: The site contains a large number of trees with a variety species, <br />including several species of oak and pine, black cherry, aspen, hackberry and American elm, all <br />of which are desirable trees. Some of the denser areas are proposed to be custom graded which <br />provides a greater opportunity to preserve quality trees. Even in areas that are to be mass graded, <br />there may be opportunities to preserve clusters of trees. <br /> <br />Tree save fencing is required around all trees or groups of trees to be preserved. The fencing <br />. shall include, at a minimum, the entire area beneath the tree canopy. No construction activity <br />whatsoever may occur within these areas and moreover, no construction shall begin until this <br />fencing has been installed and approved by the City. <br /> <br />Existing trees should be taken into consideration when determining the actual location of the <br />trail, especially along Variolite 81. These trees can act as a buffer for the new lots against the <br />noise and dust generated from traffic. Meandering of the trail to avoid quality trees is strongly <br />encouraged. <br /> <br />Site Contamination: The subject property for this developm~nt is the site of the St. Anthony <br />Gun Club, which has b~en documented to have contamination from lead shot and polynuclear <br />aromatic hydrocarbons (PAR's). Council granted preliminary plat approval with certain <br />conditions. One of the conditions restricted application for fInal plat approval prior to NfPCA <br />issuing a Certificate of Completion for the site clean up. On June 13, 2006, the City Council <br />agreed that in the interest of time, application for final plat approval could be accepted by the <br />City and processed concurrently with MPCA consideration of the CertifIcate of Completion. It <br />was noted that final plat approval, as well as preliminary plat approval, remains to be contingent <br />upon MPCA issuance of the Certificate of Completion. <br /> <br />Stormwater Management Fee: A storm water management fee must be paid for the new lots <br />being created. The 2006 rate is $397.00 per unit; the rate in effect at the time of fmal plat <br />approval will be collected. ' '-. <br /> <br />-255- <br />
