<br />. <br /> <br />Councilmember Pearson concurred with the comments by Councilmember Cook that it looks <br />like the Council does not know what they are doing and are placing too many moratoriums. <br /> <br />Mayor Gamec stated that this ordinance can be placed on every Work Session agenda. <br /> <br />" <br />Councilmember Cook stated that there will be the same problems. a year from now as there are <br />today. He noted that people are complaining about one-quarter acre lots next to acreage lots and <br />that will not go away. <br /> <br />Councilmember Elvig noted that getting the ordinance done in 90 days did not make that <br />problem go away but it did create loopholes that the developers quickly jumped through. He <br />stated the process includes Council review, soil borings, and engineering review and it will not <br />open the floodgates like it does in the southern area where development is less expensive. He <br />stated he does not think there will be a wild rush of people because it will be an expensive <br />proposition toput this type of system in the ground. <br /> <br />, <br />Councilmember Cook stated this moratorium came out on a Tuesday night with no warning. He <br />stated he wants to talk about it tonight because he wants clear information so people can make a <br />logical decision at the next Council meeting. <br /> <br />City Administrator Norman noted that Shade Tree was denied and if they reapply it may fall <br />under the moratorium. With. Rum River Prairie and Kelly Acres, they would not fall under the <br />proposed moratorium. <br /> <br />Community Development .Director Trudgeon advised that the 120 day time period for Kelly <br />Acres expires on May 5, 2006, so a determination is needed by the Council by the end of April <br />or it is automatically approved. <br /> <br />Councilmember Elvig stated the moratorium was an emergency action taken:. He noted that <br />developers will not build during winter months or sink in c1ustersanitary tanks so unless it is <br />done by October, it will not be done until next year. Instead of six months, he stated the <br />moratorium might as well go to one year. <br /> <br />Mayor Gamec stated this is a big issue and he is getting a lot of heat about the moratorium. He <br />stated the moratorium issue should have been in the Council update or the Council informed <br />ahead of time. He stated the Council cannot be handed items the night of the meeting and be- <br />expected to take action.
