<br />. <br /> <br />. <br /> <br />. <br /> <br />) <br /> <br />The consensus of the Council was to direct staff to proceed with hiring overnight security for the <br />Municipal Center site until the building can be secured. <br /> <br />5) Highway.,#10 Access Management Plan Presentation <br /> <br />Moved up in the agenda to follow Case No.2. <br /> <br />MAYOR, COUNCIL AND STAFF INPUT <br /> <br />Request for Assistance with Ramsey Event Promotions4tbof July Event <br /> <br />City Administrator Norman reported staff received a letter from Frank Frederick regarding the <br />Ramsey Event Promotions 4th of July event. <br /> <br />Fire Chief Kapler explained for the past four years the Ramsey Event Promotions 4th of July <br />event has been held at Diamonds. Gary Gruber has pulled out of the group, but has given the <br />okay for the event to be held at Diamonds for one more year. Staff received a letter from Frank <br />Frederick yesterday, and it appears that the level of help being requested from the City is going <br />up. Mr. Kapler indicated he has discussed the letter and request with Chief Way and Assistant <br />City Administrator Nelson. The dollar amount being requested is a policy question; however, as <br />far as the City's involvement this request seems to be moving the event towards a City fu~ctioJ:!., <br />. rather than a private function. Staff is concerned with the level of commitment the City can <br />provide for this event. <br /> <br />City Administrator Norman explained Mr. Frederick is requesting.a cash contribution for the <br />event in an amount between $6,000 and $8,000. Mr. Frederick is also asking that the City <br />consider Central Park as a location for the event. Police Chief Way has expressed concern <br />regarding the parking situation that would result at this location. Parking for this type of event <br />would be next to impossible in a residential neighborhood, and there would be a need to add <br />many more officers to patrol the event. There is also the issue of fire risks to consider. <br /> <br />Assistant City Administrator Nelson indicated Mr. Frederick is seeking a quick response, as he is <br />trying to make a decision on whether to cancel the event or continue it through this year. <br /> <br />Councilmember Jeffrey stated he understands the urgency, and the 4th of July event at Diamonds <br />has been a great community event, which makes it difficult to turn this request down. However, <br />this type of request should be referred to the Ramsey Foundation. He noted the Ramsey <br />Foundation does not likely have funds available for this type of request. Councilmember. Cook <br />concurred. . <br /> <br />The Council discussed the following issues associated with the request: the commitment required <br />from City staff; the commitment for a location; the funding request. <br /> <br />Fire Chief Kapler indicated Mr. Frederick is requesting to stand before theCoundl on May 9th at <br />the Council meeting. <br /> <br />City Council Work Session / May 2, 2006 <br />Page 9 of 10 <br /> <br />-79- <br />
