<br />Development Director Trudgeon, Public Works Director Olson, Economic Development <br />Consultant Sullivan, Attorney Tom Bray, Consultant Paul Donna and Finance Officer Lund. <br /> <br />Councilmember Strommen inquired when the 4.5% interest rate will begin to be charged. <br /> <br />Finance Officer Lund replied the interest rate will begin to be charged based on when the funds <br />are expended. <br /> <br />Motion by Councilmember Elvig, seconded by Councilmember Jeffrey, to recommend that the <br />City Council adopt the resolution authorizing the internal loan of $2.25 million from the <br />Equipment Revolving Fund for the Ramsey Crossings Project with the understanding that all <br />fees plus 4.5% interest will be paid back to the fund by December 31, 2006. <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Councilmembers Elvig and Jeffrey. <br />V oting No: None. <br /> <br />Case #2: <br /> <br />Consider Authorization to Contract for Legislative Consulting Services for <br />Special Legislation <br /> <br />City Administrator Norman reviewed that in January 2005, the City contracted for legislative <br />consulting services for special legislation proposed in 2005 with Bonnie L. Balach, a lobbyist <br />specializing in TIF legislation. The TIF legislation work continued into the 2006 session. Also, <br />staff has continued to work with Ms. Balach, and added a new piece of legislation in 2006, that <br />would allow for special port authority powers for the City of Ramsey. It recently came to the <br />attention of staff that the 2005 authorization by the City for consulting services had reached the <br />not-to-exceed amount of expenditure for the legislative consulting services. Staff is requesting <br />authorization to extend a contract with Bonnie L. Balach for an additional $5,000 for special <br />legislation consulting services. The funding would be derived from the Council Contingency <br />Fund. <br /> <br />Motion by Councilmember Jeffrey, seconded by Councilmember Elvig, to recommend that the <br />City Council adopt the resolution to authorize extending the contract with Bonnie L. Balach for <br />special legislation consulting services in the amount of $5,000. <br /> <br />Further discussion: Councilmember Elvig stated Ms. Balach has done an outstanding job. <br />Councilmember Strommen commented Ms. Balach is highly respected at the capital. <br /> <br />Motion carried. Voting Yes: Chairperson Strommen, Councilmembers Jeffrey and Elvig. <br />Voting No: None. <br /> <br />COMMITTEE INPUT <br /> <br />Finance Officer Lund informed the Committee she was contacted yesterday by a resident that <br />received a $6,000 water bill, asking if there is anything the City can do to lower the bill. Her <br />irrigation system and not been winterized and it burst; her husband is currently in Iraq. She had <br />moved into her home in the fall of 2005 and Connexus had given her an estimated reading at <br /> <br />Finance Committee / May 9,2006 <br />Page 3 of5 <br />
