zero because there was no past history. Ms. Lund indicated there was a case in the past where a
resident flooded their basement, and the City charged them because they were aware of the
problem. Public Works Director Olson has informed her that there is a chemical fee that is
charged for the amount of water going into the ground.

Councilmember Jeffrey inquired about the true cost estimate.

Finance Officer Lund indicated she is not aware of the amount paid for the chemicals; however,
precedent is a concern. The resident was concerned that the City would demand payment all at
once and shut off her water. She informed the resident that the City would want to see that she is
making a steady payment towards the billing. She requested input as to whether the Committee
would like to allow some leniency in this situation.

The Committee discussed that the City should try to be accommodating with the resident in
setting up a payment schedule, and that the resident should not be put in a position where she is
taxed out of her home.

The consensus of the Committee was to recommend to City Council that staff be directed to
work with the resident to determine a reasonable payment schedule and to report back to the
Finance Committee.

Councilmember Elvig suggested the possibility of the resident's insurance company providing
assistance in the situation.

ADJOURNMENT

Motion by Councilmember Jeffrey, seconded by Chairperson Strommen, to close the regular
meeting of the Finance Committee.

Motion carried.

The regular meeting ofthe Finance Committee adjourned at 5:54 p.m.

Respectfully submitted,

C\..
