<br />Councilmember Strommen stated she prefers to have a drop dead date that is longer than needed <br />so it can be done early and the moratorium not be extended. <br /> <br />Councilmember Elvig asked staff to provide the Council with a date that it can be completed. <br /> <br />Mayor Gamec stated the Council needs to decide what they are going to do; then an educational <br />presentation can be scheduled and a new hearing held on the ordinance. <br /> <br />Councilmember Jeffrey stated he will not be present next Tuesday but if the term is shorter than <br />one year, the Council better be sure they make the time even if it requires taking a day or two so <br />it can be figured out. He stated he does not want to have to extend the moratorium because then <br />it looks like the Council is not getting their job done. <br /> <br />Mayor Gamec stated people should also be aware of the City Hall project and the time that will <br />take. <br /> <br />Councilmember Elvig asked about the other two projects that the Council will be considering <br />and potential hazards of doing them. He asked what. dilemma has been created from the <br />engineering standpoint on whether communal septic can fit. <br /> <br />Community Development Director Trudgeon stated staff has enough information and soil <br />information to do the math and formulas and make that determination but it will require MPCA <br />approval, which takes three to four months. He stated the Council's consideration will be <br />contingent upon receiving MPCA approval. <br /> <br />Councilmember Elvig asked if there are reasons that it will be difficult to push forward since <br />there is no agreement with a contractor or outside service for management. He stated it could be <br />included in the motion as a condition of approval. <br /> <br />Community Development Director Trudgeon stated staff will be prepared with reasons for <br />support and contingencies as well as rationale for denial. <br /> <br />Mayor Gamec asked staff to provide that information so the Council has the benefit of those <br />tools. He noted that decision will be made at the Council meeting, based on the facts. <br /> <br />Mayor Gamec encouraged the Councilmembers to attend a tour of cluster projects, if possible. <br /> <br />1) Critical Rivers Overlay District <br /> <br />Associate Planner Geisler explained that staff has been working with the DNR and Hoisington <br />Koegler to update Ramsey's Mississippi River zoning regulations to comply with the 2002 <br />update of the City's Comprehensive Plan. The proposed code was placed on the March 14,2006 <br />Council agenda for introduction. At that meeting, there was significant discussion about the <br />open space requirements in the proposed code and in the current Comprehensive Plan. <br /> <br />City Council Work Session / April 4, 2006 <br />Page 11 of 19 <br />
