<br />Councilmember Cook stated he would like to hear about how this will impact a property and <br />how it will look. <br /> <br />Councilmember Elvig asked if the space has to be co-joined. <br /> <br />Associate Planner Geisler stated it does not. <br /> <br />Councilmember Elvig stated that means the Council should look at the density of housing that <br />goes along with it. He stated that a circular design pattern may be needed to place the broader <br />density and open space in the broader rings. <br /> <br />Community Development Director Trudgeon stated staff is not talking about going over density <br />levels. <br /> <br />Councilmember Cook stated it should be master planned along the River corridor in case higher <br />density is constructed on one piece of property and the open space does not meld with the rest of <br />the area. <br /> <br />Councilmember Strommen noted that sometimes developers join together to plan their projects. <br /> <br />Councilmember Elvig asked if the City can provide incentives for developers to work together. <br /> <br />Councilmember Jeffrey suggested that you may need to create zoning districts so you get the <br />type of housing you want along the River. ' <br /> <br />Councilmember Strommen stated that if the City does not want townhomes along the River then <br />they don't need to zone for that density. <br /> <br />Associate Planner Geisler presented Page 2 of the staff report that identified the Critical Area <br />Overlay District Corridor. <br /> <br />Mayor Gamec noted there is not much River area to develop once the bridge comes in. <br /> <br />Councilmember Elvig asked whether housing below the bridge is the use the City wants <br />developed. He noted it may be more of an industrial space. <br /> <br />Councilmember Olson stated the Council is suffering the effect of blindly passing the cluster <br />ordinance. <br /> <br />Community Development Director Trudgeon stated he wants to introduce the topic for Council <br />discussion. He stated there will be another public hearing at the Council level with property <br />owners south of Highway 10 being notified.
