<br />Mayor Gamec noted there are about 40 acres that will not be developed because of the bridge <br />alignment. <br /> <br />Community Development Director Trudgeon advised that the Comprehensive Plan identifies that <br />land for park. <br /> <br />Councilmember Cook stated the City will buy the easement for the bridge and asked if the City <br />will also buy the 40 acres to place the park. <br /> <br />Community Development Director Trudgeon stated he does not know but it is included in the <br />City's Master Park Plan. <br /> <br />Councilmember Cook stated the City will need to be equitable with those people. <br /> <br />Councilmember Pearson stated if the buyer who was looking at his property did not also get the <br />Boike 40 acres, they were not interested in the 40 acres south of Highway 10. The only way they <br />can make it work is if they get the Boike 40 acres. He described the location of his property and <br />that it is flat land so the runoff is zero. He noted that it is 350 feet, at the closest, to the River. <br /> <br />Community Development Director Trudgeon stated this boundary was created back in the 1970' s <br />and it is correct that some land has no impact on the River. He stated the density is currently <br />three units per acre. <br /> <br />Councilmember Elvig stated maybe it needs to be master planned and rezoned to higher density. <br /> <br />Mayor Gamec stated he thinks the City would be looking for single-family homes with <br />commercial or townhomes along the highway. <br /> <br />Mayor Gamec stated that he thinks single-family will be complementary to the other uses and <br />homes in the area. <br /> <br />Councilmember Pearson stated he thinks a plan can be worked out with all single-family homes, <br />but not within the overlay area. <br /> <br />Councilmember Elvig stated that he does not want to push townhomes along the River. But <br />there are areas toward the highway that back up to townhome areas, not single-family neighbors. <br />He stated there may be a way to look at this area closer to figure that out. <br /> <br />Councilmember Jeffrey noted that area falls outside of the Overlay District. <br /> <br />Councilmember Elvig used his map to identify the areas he is addressing. <br /> <br />Community Development Director Trudgeon stated the boundary is set by the State legislature. <br />Also the Comprehensive Plan dictates 50% open space. If the Council wants to amend the <br />Comprehensive Plan, staff can start that process. Or the Council could conform to the <br />Comprehensive Plan but allow some flexibility. <br /> <br />City Council Work Session / April 4, 2006 <br />Page 14 of 19 <br />
