<br />Mr. Morton stated one to two times a month and explained that the use of grease and powdered <br />laundry detergents can result in having to pump more often. He handed out folders of <br />information about Connexus Waste Water. <br /> <br />Mayor Gamec asked how many acres it would take for 20 homes if there is good sandy soil <br />conditions. <br /> <br />Mr. Morton stated he has that information at his office, can research that question, and call <br />Mayor Gamec with the answer. <br /> <br />Councilmember Pearson asked what the negatives are. <br /> <br />Mr. Morton stated he likes open space and thinks that a tour would be of benefit. He stated a <br />downside is if the system is not managed properly. He stated it depends what the City wants to <br />develop in their community. He noted that when you have five acres of land with the house, <br />many cannot afford to buy. But if it is a cluster development with a home on three-fourths of an <br />acre, more people can afford to buy. <br /> <br />Councilmember Cook stated it is the same thing if you move from the city and purchase a <br />property with a septic and well. He stated that the buyer needs to know how to use their system <br />without damaging it. <br /> <br />Mr. Morton stated that is correct and noted with a cluster development, the individual well is a <br />distance from the treatment area. He explained that Windsor Oaks in Elk River is 31 homes with <br />individual wells. He noted that the cost per home on a well system can get to be expensive. He <br />explained that the developers want density so they look at a cluster development and think it may <br />be more upscale to have a community well system. <br /> <br />Councilmember Elvig stated if Ramsey gets involved with this and wants a contract with <br />Connexus then they will handle these projects in Ramsey and the City would use an engineer to <br />assure it is tightly regulated. He asked when the feasibility study comes into play and if it should <br />occur before the plat is looked at so it is known if this type of system is even feasible in the soils. <br /> <br />Mr. Morton stated in reality the projects that work out the best use a reputable engineer who does <br />soils work to determine the best area for the wastewater treatment system and sizing factors. <br />Then you determine how many houses can be constructed and the land that is available for the <br />houses. <br /> <br />Councilmember Elvig stated that in order to look at this type of development, the wastewater <br />area needs to first be identified. He asked who owns the piping and drainfield areas. <br /> <br />Mr. Morton stated they would own the land where the well house is located and the wastewater <br />treatment area. If they don't have ownership, then the homeowner's association may want to <br />make improvements to the area, such as blacktop.
