<br />Councilmember Strommen asked if it is envisioned that the property can be divided at some <br />point in the future. <br /> <br />Mr. Morton stated it is possible in some areas, depending on access, but not feasible in other <br />areas. <br /> <br />Councilmember Elvig stated some of these considerations are difficult to understand until the <br />engineering feasibilities are completed and the sketch plan is reviewed. <br /> <br />Community Development Director Trudgeon stated that typically the sketch plan is to present <br />the idea and a higher level of information will be required for cluster developments at the sketch <br />plan phase. He noted that most of Ramsey has sandy soils. <br /> <br />Councilmember Elvig noted that developers may try to locate the drainfields in the lowest area <br />of the project. <br /> <br />Community Development Director Trudgeon stated with a past project the consideration was <br />delayed because the City did not think there was enough detail. He stated these are the issues <br />that were talked about in depth and it is great to have Connexus available to work through these <br />issues. He noted it is important to have a professional manager and not just a homeowner's <br />association but the City needs to be careful to not scare away professional managers by charging <br />high fees. <br /> <br />Councilmember Olson stated she would be interested in seeing some of the developments they <br />are managmg. <br /> <br />Community Development Director Trudgeon stated staff will arrange a tour with Connexus. <br /> <br />Councilmember Jeffrey asked if developers can be told they have to work with Connexus or if an <br />RFP is needed. He also asked if the City can have a list of qualified vendors so the developer <br />can be directed to use one of those vendors. <br /> <br />City Administrator Norman stated the language can indicate they must work with a qualified <br />vendor. <br /> <br />Councilmember Jeffrey stated he would like all developments, whether 20 lots or more or less, to <br />perform to the same high MPCA standards. <br /> <br />Community Development Director Trudgeon stated his agreement and commented on the need <br />to have ordinance language clearly stating that is the case. <br /> <br />Councilmember Cook stated that inspection requirements are also needed because many <br />residents do not properly pump their septic systems. <br /> <br />Councilmember Elvig asked if they have had any failures and how they justify the dollars. <br /> <br />City Council Work Session / April 4, 2006 <br />Page 7 of 19 <br />
