to move the school house before 2007, it could be designated ill the Sesquicentennial
Celebration.

Assistant City Administrator Nelson asked what the specific request is ofthe City at this time.

Ms. Ward requested a determination be made of whether the City will participate with the
fireworks event, and that the City provide the Sesquicentennial Board with a list of ways they
would like to participate that can be added to the calendar of events.

The consensus of the Council was to participate with the fireworks display for the
Sesquicentennial Celebration.

Councilmember Elvig suggested a small committee with representation by citizens be formed to
promote Ramsey's ideas about the Sesquicentennial Celebration.

Mayor Gamec suggested the committee be put together by Natalie Haas Steffen as the City's
representative to the Sesquicentennial Board. He asked how much is being requested in funding
assistance for the celebration.

Mr. Ward replied a minimum of $1,000 is being requested from each community; the amount
being requested is based on population. It is hoped that the amount raised by the communities
will equal the $20,000 being contributed by the County. A letter will be sent to the City from the
Sesquicentennial Board with an official request.

Ms. Ward indicated the Sesquicentennial Celebration will begin to be promoted at some of this
year's events. Frolik explained one significant
contingency for the preliminary plat approval of Sweet Bay Ridge was that the developer could
not submit an application for final plat approval until MPCA issues a Certificate of Completion
for the site clean-up. Site clean-up is anticipated to be complete in mid-June, with the
completion report being submitted to MPCA by June 30th. Because of workload and staffing
constraints, MPCA estimates that a Certificate of Completion may take up to 60 days to process.
Ms. Frolik explained the developer also wants to start grading prior to final plat approval in order
to get infrastructure in the ground during this construction season. The developer is hoping to be
able to pull some building permits for Brookfield before the end of the year. The installation of
watermain improvements through Sweetbay is critical to Brookfield, since adequate fire
protection would not be available in Brookfield without the watermain looping.

City Council Work Session / June 6, 2006
Page 4 of9
