analysis be done on each of the intersections on Alpine Drive to determine if all-way stops would
be warranted at each intersection.

Chairperson Elvig expressed concern with the amount of stacking of cars getting onto Armstrong
Boulevard off of Alpine Drive. He has been at this location at 5:30 p.m. with the cars stacked 10
deep.

Police Chief Way indicated there are a fair amount of tickets written for passing on the right at
this location. There have not been any accidents, but it is a dangerous intersection with an
accident waiting to happen.

Chairperson Elvig stated the traffic proposed to go down Armstrong Boulevard will get
considerably worse according to traffic studies. With CR 116 going down to Alpine Drive it will
start to be an east/west lateral. He inquired about the possibility of a temporary stop sign at this
intersection.

Public Works Director Olson replied he requested a temporary stop sign at Alpine and
Armstrong, as it was planned for the detour route, and the County did not agree with the request.
He would prefer to conduct traffic counts and complete a warrant analysis.

Chairperson Elvig suggested a flashing light or something to assist with the north/south vehicles
on Armstrong Boulevard. He stated Armstrong Boulevard will surpass the expectations for
Highway 47 in 2030.

Public Works Director Olson indicated staff can request that the Anoka County Highway
Department conduct an analysis on all intersections from Highway 10 to Highway 47 on Alpine
Drive.

Motion by Chairperson Elvig, seconded by Councilmember Olson, to recommend that the City
Council direct staff to request the Anoka County Highway Department to conduct an analysis on
all intersections from Highway 10 to Highway 47 on Alpine Drive.

Motion carried. Voting Yes: Chairperson Elvig, Councilmembers Olson and Cook. Voting No:
None.

Chairperson Elvig directed staff to look at other potential remedies for short term traffic calming
on north/south Armstrong Boulevard and to bring it back at the next Committee meeting.

Present Address Signs for Townhome Developments

Public Works Supervisor Reimer presented the Committee with examples of the townhome
development address signs that were prepared with the recently purchased sign making
machines. He requested direction from the Committee on whether to proceed with making the
signs based on the examples presented.

Public Works Committee / June 20,2006
